  8. A Model Unit: Redistricting Enumeration, Apportionment & Redistricting: Balancing the Power Essential Questions- How is power distributed in the United States? Is representation based upon population working for us? What are the most important priorities in deciding the balance of power?

Process • Students will be engaged in classroom discussion of the issues centered around proportional representation. including social, political and legal) PPT • Students will review and the teacher will demonstrate the methodology used to Apportion the seats in the House. • Students will then begin an activity in Redistricting by reviewing the history, principles and requirements for redistricting the Commonwealth of Massachusetts. • They will then use an Excel Spreadsheet to create a new district map for Massachusetts based upon a set of priorities they have chosen.
