  2. GCI in the Pacific? Specific objectives for Green Customs in the Pacific region • Development of a regional action plan to prevent/tackle illegal trafficking, while highlighting what support could facilitate legal trade in environmentally-sensitive commodities. • Exchange of experiences in enforcement activities conducted in Asia-Pacific to evaluate what specific long-term support would be most effective in Pacific Island countries

SAICM objectives to tackle illegal traffic • (a) To prevent illegal international traffic in toxic, hazardous, banned and severely restricted chemicals, including products incorporating these chemicals, mixtures and compounds and wastes; • (b) To strengthen mechanisms and domestic and regional implementation supporting existing multilateral agreements that contain provisions relating to the prevention of illegal international traffic; • (c) To promote information sharing and to strengthen the capacity of developing countries and countries with economies in transition at the national and regional levels for the prevention and control of illegal international traffic.

  4. Suggestions for proposal development • Project could be multi-country regional approach with the proposal submitted by the relevant governments. • Focus on enabling activities: an assessment informing a Green Customs action plan • Co-financing from other funding mechanisms & Bilateral Partners to complement QSP funding

  5. Proposed activities • Contact with regional stakeholders • Creation of informal Green Customs regional network • Initial awareness-raising/needs assessment meeting • Regional meeting for defining action plan for Phase II (implementation, including customs training)

  6. Expected results • Better understanding of essential regional and national needs to monitor trade in environmentally-sensitive items • Increased awareness by customs officers of illegal trade • Enhanced sharing of experiences with other environment and enforcement agencies • Creation of an action plan

  7. Potential Partners • National environment and enforcement agencies, MEA national focal points • Secretariat of the Pacific Regional Environmental Programme (SPREP) • Oceania Customs Organisation (OCO) • Pacific Islands Chiefs of Police (PICP) • Pacific Island Forum Secretariat (PIFS) • Bilateral Partners (Australia, New Zealand) • GCI Partners

  8. Feedback sought… • PIC support for proposal – is it a priority now? • Applicability to region • e.g. include Waigani Convention • Views on extent of problems • Customs needs • Customs training institutes, online training? • Stakeholders to be involved • Any other suggestions and comments

Next steps… • Provision of feedback during meeting and in workshop report • Preparation of proposal (with support of GCI Secretariat) • Invitation/communication with potential partners • Guidance from SAICM Secretariat • Submission of a regional project for next round of the QSP (by March 2008 deadline)
