Statutory Requirements • Section 706(c)(2)(C) • The Commissioner shall (C) ensure that at least one member of a team conducting such a review shall be an individual who (i) is not a government employee and (ii) has experience in the operation of centers for independent living
The CIL Review Team • Led by an RSA employee, knowledgable about the provision of IL services • Uses a standard instrument covering statutory and regulatory requirements, IL philosophy and service provision, fiscal integrity • May include representatives of the Designated State Unit and Statewide Independent Living Council
Expertise and Role of the Non-Federal Reviewer • Demonstrated expertise in: • IL philosophy and the four IL core services • Provision of IL services • Organization and administration of a CIL, including consumer service records documentation • Fiscal accountability and internal controls, including OMB Circular A-122 cost principles and personnel and other costs documentation
Expertise and Role of the Non-Federal Reviewer - Compliance with the Standards and Assurances in Section 725 of the Rehabilitation Act • Role of the Non-Federal Reviewer • Provide a “real world” perspective on the policies, procedures, initiatives and performance of the CIL • Facilitate an exchange of information and ideas about IL service provision • Be a sounding board for the leadership of the CIL
How RSA Selects Non-Federal Reviewers • RSA gets referrals from the IL field or knows of reviewers used in past reviews • Consults with IL Unit staff re: their experience or knowledge about the potential reviewers • Views the potential reviewer’s CIL financial (SF-425) and 704 reports, if applicable • Selects someone, familiar with Federal requirements for CILs, from a different state than the CIL to be reviewed
How to Become a Non-Federal Reviewer • Submit a resume of experience and overall knowledge of CIL operations • Identify parameters for involvement (travel distance, number of reviews, reasonable accommodations required, etc.) • Obtain a DUNS number or use your CIL’s DUNS number • Submit all to: veronica.hogan@ed.gov
How to Become a Non-Federal Reviewer • Register in the System for Award Management (SAM) at: http://www.sam.gov
Preparing for a CIL Onsite Review • RSA will contact the potential reviewer to determine availability for a specific review, including dates, discuss travel arrangements • Complete paperwork for reimbursement of expenses and honorarium, including a drug-free certification form, verification of name and gender form, and ACH Vendor Payment form
Preparing for a CIL Onsite Review • Review the RSA Onsite Review Guide for CILs • Attend pre-onsite teleconferences with the review team • Introduce team members to each other • Establish onsite roles • Discuss agenda • Discuss travel arrangements • Review report-writing responsibilities
Preparing for a CIL Onsite Review • Review CIL documents provided ahead of time, particularly for assigned onsite roles
Onsite Activities • Completion of assigned tasks/review instrument sections • Provide technical assistance • Participate in the development of observations and findings
Post-Onsite Activities • Complete and provide assigned portion of review instrument to the review leader • Provide input on the draft review report
Post-Onsite Activities • Submit paperwork for reimbursement of expenses and payment of honorarium to the attention of Clarissa Ryan on your letterhead - A template for this letter is available • Please send the paperwork to veronica.hogan@ed.gov • Receipts for hotel, parking, baggage fees, etc. • Mileage logs • Complete and sign letter to Clarissa Ryan • Signed Standard Form 1449 (Prepared by RSA)
