Environmental Inspecting in Kosovo The competences for environmental inspections are distributed among different offices and levels • At the central level, inspecting competences are attributed to: • Environmental and Water Inspectorate(9+1 inspectors) • Inspectorates for Housing/Construction and for Spatial Planning are also envisaged by the respective laws • At the local level, with more than 30 inspectors, one for each of municipalities (except Prishtina municipality, which has two inspectors)

  3. Efficiency of inspections(national level)

  4. Inspectorate SWOT Strengths • Good knowledge of the territory • Inspectors’ previous professional experiences in industrial sector • Autonomy from Ministry and independence from political pressures • Inspectorate has defined the clear targets through plan inspections (annual plan)

  5. Weaknesses • “Sub-legal” nature of the act establishing the inspectorate and lacking transposition of RMCEI • Scarce or missing logistic and technical equipment resources • Lacking database/registry on polluters • Insufficient and not well trained personnel

  6. Opportunities • Project funded by the European Agency for Reconstruction supporting the professional and technical development of Inspectorate • Professional qualification of inspectors will be enhanced through full participation in ECENA and TAIEX activities • Inspectors are supported by population, willing to achieve higher standards of environmental quality

  7. Threats • Persisting gaps in legislation for environment • Limited transposition of EU legislation • Quality of the environmental permitting • Limited access to minority communities area, particularly in Northern Kosovo

  8. Inspectorate needs Inspectors training regarding the implementation of IPPC, EIA, SEVESO II Directives and other relevant legislation
