Adoption of Spatial Plans – Critical Point in Construction Permitting • Lack of spatial plans as a key source of corruption and hold ups in permiting under the previous law • Vicious circle of breaking the law – the State did not adopt the National Spatial Plan, local governments were not adopting their plans • All that changes now – MESP has completed the National Spatal Plans and performs tight control on local governments regarding adoption of their plans

Regulatory Activities • Biggest part of the regulatory harmonization with the EU is related with the environemntal issues • Since the May 2009, more than 20 laws adopted in this area • Following that, around 100 by-laws adopted
Waste Management • Waste Management Strategy as one of key documents in the area of environment • 500.000 tons of packaging waste generated annually, with the increasing tendency • Around 35.000 tonsof tyres’ waste generated annually, with 50-60.000 tonsof existing waste • All that waste is dispersed in several thousands of unsanitary waste dumps, many of which are situated next to rivers, wells, filds...
EU Requirements • By 2015.separate collection of paper, metal, plastics and glass. • Ammount of the bio-dissolving waste on landfills to be reduced by 65% in comparison to 1995. • By 2020. recycling of 50% of paper, glass, plastic and metal waste from housholds • By 2020 recycling of 70% of construction waste • Solid waste management may not cause health or environmental hazard • Developmen of national and local plans • Plans for waste reduction to be prepared by 2014.

Green Products Brending • “Eco-Sign” of Serbia for products meeting the environmnental protection standards • “Potisje” Kanjiža first holder of the Eco-Sign • “Green Point”– symbol that finances are provided for dealing with that packaging material after its use • That will facilitate export of the products with that symbol
Used Tyres Strategy • Estimates: around 35,000 tons of tyres waste generated annually, 50-60,000 tons of accumulated tyres • Governmental Decree and all necessary by-laws already adopted • Importers and producers pay fee • Around 90% of revenues will be used to subsidize collection and processing of used tyres • Next goals: all other special categories of waste, starting with lubricants, asbestos, batteries.
Special Wastes Strategy – from Hazard to Profit The Environment Protection Fund subsidize collectors, transporters and recyclers of the tires The recyclers are subsidized for re-using the waste, and make a profit on the end product Importers and producers of tires pay the fee to the Environment Protection Fund

Energy Efficiency as a Business Opportunity - Decree on Support for Production of Energy from Renewable Sources • Feed-in tariffs for energy producers from green sources: • Guaranteed for the period of 12 years since the beginning of the investment, • Higher than for energy from fossil fuels. • The goal of the Republic of Serbia for the year of 2012: • To increase production of energy from renewable sources for 7.4% comparing to the 2007; • To have investments of about 200 million euro in facilities that will generate additional 100 green mega watts.
New Subsidy Instruments • Subsidies in the amount of 100.000 dinar for hybrid vehicles • Grants for purchase of equipment for green industries • Subsidized loans – one year grace period, 5 years maturity, interest rate of 3%.
