Requested Action Forward the proposed settlement for the Innovation Way MMTD Comprehensive Plan amendment to the Florida Department of Community Affairs

Requested Action Process • Staff sends proposed settlement agreement to DCA • If DCA agrees, staff finalizes settlement and prepares amendments to bring the MMTD into compliance • The settlement agreement, compliance amendments and Memorandum of Agreement are brought to the Board for adoption at a public hearing
Requested Action T2.6.13 Funding of Capital Improvements. A financially feasible long-range capital improvements plan and program for the district is required for the interconnected network of streets, paths, bicycle, pedestrian and transit systems that will reduce reliance on automobiles for access and internal circulation. The Innovation Way MMTD Capital Improvements Schedule and Program is established as shown in Exhibit A. A potential funding structure may consist of but is not limited to the establishment of a Community Redevelopment Area or other Special Taxing District. Financially feasible funding streams and sources dedicated to the full complement of transportation improvements are shown on Exhibit B.Alternative funding mechanisms may necessitate changes in the Capital Improvement Schedule.

Requested Action T2.6.13 (cont.) The capital improvements on the schedule will put in place the major roadway network (arterials and collectors), which are designed with bicycle lanes and sidewalks. The arterial roadways are also designed with dedicated transit lanes. The capital improvements on the schedule will therefore provide for overall connectivity for pedestrians, cyclists, and transit riders in the MMTD. As development occurs within the MMTD, developers will meet the requirements of the Innovation Way MMTD policies to provide the roadways, bicycle facilities, pedestrian facilities and transit facilities to connect to the facilities provided through the capital improvement schedule to create an interconnected multimodal transportation network throughout the MMTD.
Requested Action T2.6.5 Innovation Way. Two spine roads, limited to 4 travel lanes with a dedicated transit envelope and 8 to 10-foot wide multi-purpose paths on both sides. Property owners within the MMTD boundary shall donate/dedicate right of way necessary for Innovation Way North and Innovation Way South (two spine roads). The width of Innovation Way North shall generally be 180 feet in a combination of dedicated right of way and multipurpose easements in favor of the County. The width of Innovation Way South shall generally consist of 156 feet in a combination of right of way and multipurpose easements.
Requested Action Policy: To satisfy the requirements in F.S. 163.3180 (15) (a) concerning Multimodal Transportation Districts (MMTD) related to capital improvements in a greenfield such as Innovation Way, the progress of the Capital Improvements Schedule (CIS) is directly tied to the progress of development within the MMTD and governed by the DRI Development Orders or DAP Developer Agreements. Monitoring and modeling analyses are required to ensure that the developments meet the transportation requirements of the MMTD.
