Debates in Congress • Not what you might think…what comes to mind when you think of a typical “debate”? • What is the primary goal of each side in a debate? • Really, when Congress holds a “debate” on a bill, it consists of members giving a prepared speech one at a time • The speech will outline their position on the bill, may include visual aids • Not intended to persuade… • Most members have already made up their mind on whether they support the bill or not, and many are not even in attendance when these debates take place… • Sooooo…why do you think MoCs might want to “go on record” with a speech?
Our Goal for Today: Signing up to speak on bills • Determine whether you will work with a partner or on your own. • Review all of the bills which are up for debate (Rules Committee has made its decision) • Sign up for every bill, and indicate your LEVEL OF SUPPORT • Strongly support, support, oppose, strongly oppose • **you must sign up to speak against at least 3 bills
