QSR # 1 - Certification Process to Insure Appropriate Cert Level for Each Volunteer • State TRS Certified by IRS • District Instructors Certified by TRS • Volunteers Certified by District Instructors • District Notifies State ADS and LCs • State ADS Notifies IRS • Once – at start of season • If questioned, LC is responsible

  3. QSR # 2 – Intake and Interview • Mandatory Training Module • All Volunteers Train and Take IRS Std of Conduct Test

  4. QRS # 3 – Quality Review • QR Certified at Advanced Level (HSA / CoD) • Done in Presence of TaxPayer • Do More Than Check Numbers

  5. QSR # 4 – Reference Material • IRS Alerts • CyberTax • AARP Alerts • Pub 4012 / Pub 17 • Internet Access Adequate • TWD / TWO • DC / DistAdm notify LCs

  6. QSR # 5 – Volunteer Agreement • All Must Sign • Part of Certification Process (see QSR #1) • CE Credits for IRS Enrolled Agents • Details TBA

  7. QSAR # 6 – Timely e-Filing • Submission – 3 Days • Pick up Acks – 2 Days • Notify TP of Unresolved Rejects – 24 Hrs

  8. QSR # 7- Title VI Poster • Use New AARP Poster • DC / LC Order D143 from AARP Procurement • Display at First Point of Contact

  9. QSR # 8 – Correct SIDN • Confirm on Initial Site Template • QSR # 9 – Correct EFIN • Confirm on Initial 8879 Setting

  10. QSR # 10Security / Privacy / Confidenciality • Volunteer Identify to Taxpayers • Name Tag (First, Last Initial) • Obtain from AARP Procurement • Taxpayers Identify to Counselor • Photo ID • Done by CF • SSN Verified • SSA Cards, Letters, Forms • For ALL on 1040
