Country Report • Bureau of Foreign Trade is the competent authority of issuing Certificate of Origin. • Currently, APEC ECSG PTS (Electronic Commerce Steering Group / Paperless Trading Subgroup) is the formal and official channel for negotiating exchange of cross-border e-CO. • Chinese Taipei is the Chair of APEC ECSG/ PTS, conducting APEC’s “Cross-border e-CO Exchange” pathfinder project. 2

Country Report • APEC ECSG's PTS develops projects on the use of paperless trading in commercial processes involving B2B and B2G transactions in international trade. • These projects include: • electronic certificates of origin (ECO), • electronic invoicing, • business requirements for data harmonization and single window, • best practices in paperless trading, • archiving of e-documents and e-trade financing. • Among those projects, the ECO project has been implemented in live transactions between member economies beyond its pilot stage, saving substantial cost and time and thus realizing the benefits of trade facilitation. 3

Country Report • Chinese Taipei and Korea have finished implementing e-CO and now is in operation. • Chinese Taipei and Philippine have finished technical testing of e-CO. • Electronic Sanitary and Phyto-Sanitary Certificates (e-SPS). • Thailand sending delegation group to Chinese Taipei in 2010/12 for negotiating e-CO exchange. • Vietnam sending delegation group to Chinese Taipei in 2010/4 for negotiating e-CO exchange and signing MoU by the end of 2011. • Malaysia, Chile, and Canada also express their interest of e-CO with Chinese Taipei. 4

  8. On-Line Verification of CO • Based on the verification web address provided on e-document of CO, the importer can verify it on Taiwan’s official web site in BOFT. 8

  9. On-Line Printing Management • Provide on-line Printing Management, such as original or duplicate copies, recording the printing information such as version, printing time, number of copies, etc. 9
