  2. Rules for Pods • Four people (not three, not two, not six) • People who are right around you, not across the room • Desks need to face each other like this:

Four Group Roles • Facilitator = keeps the discussion on task • Materials = gets the paper for the group and holds on to it for the group • Recorder = writes down group responses on a separate piece of paper; makes sure everyone’s name (full name) is on group paper • Reporter = presents to the class during simulation

  4. Background • The city of Moab, Utah is planning a new development for the town • The city council will have a “hearing” on the issue before they vote to approve or not to approve

  5. Simulation • Your pod will represent one of eight groups who are either for or against the plan (OR group represents city council members you will listen to the arguments and then vote yea or nay) • You must prepare arguments that are appropriate for your role

  6. Simulation • A mock hearing during which each group will identify their group and have a chance to present a one to two-minute summation of their arguments • City Council members can ask questions of the group • A short (5-minute) period will allow any “citizen” to present a rebuttal to any comments • The city council will vote

  7. Debrief • Which group had the most powerful argument? Why? • Which groups were happy about the results? Which were unhappy? • Which groups could join together to form a more powerful “special interest” group? • What compromise could have been devised to make more groups in favor?
