Contract Language “ The parties recognize that the School District of Philadelphia has special challenges reflected in the need to attract and retain new teachers, to encourage professional growth of teachers, to meet the needs of our students, and to offer more competitive salaries. Toward that end, the District and the Federation have agreed to establish in addition to the Basic Compensation System…an Enhanced Compensation System…”

  5. Independent Educational Compensation Expert Duties: To provide opinions and recommendations “should the TCC be unable to reach consensus” on a critical issue.

  6. TCC Tasks • Determine bonuses for: • Areas of Critical Need • Schools of Critical Need • Areas of Professional Responsibility • Determine salary enhancements for teachers with demonstrated content knowledge and exemplary classroom practice.

  7. Areas of Critical Need Areas in which the School District has experienced chronic shortages in recent years and where those shortages are projected into the future.

  8. Areas of Critical Need in Philadelphia • Bilingual • Special Education • Spanish Language • Mathematics • Physics • Chemistry Bonus: $1500 per year Teacher must be certified, appointed, and teaching at least 180 minutes per day in area of need.

  9. Schools of Critical Need* • Less than 90% of teaching positions filled by appointed teachers • Average teacher tenure 12 years or less • 30% or more of staff have 5 years or less experience Bonus: $2000 per year Eligible teachers must be certified & appointed *Schools must meet all criteria listed

  11. Demonstrated Content Knowledge and Classroom Practice

  12. Content Knowledge Demonstrated by: • Degrees, credits, certifications • School District Knowledge Credits • Authentic Assessments (e.g. written tests and portfolios) Each method of demonstrating content knowledge will be equally rigorous

  13. Classroom PracticeDemonstrated by: • 4 Classroom Observations 2 by Principal & 2 by ECS Assessor • Teaching Portfolio

  15. Philadelphia Professional Teaching Standards (PPTS) • Adapted from Charlotte Danielson’s Framework for Teaching • Four domains • Domains 1 & 4 - Portfolio based • Domains 2 & 3 - Classroom based

  16. Enhanced Compensation Pilot START DATE: JANUARY 2003

  17. Pilot Design • 300 teacher volunteers • Regularly appointed • Certified in area of teaching assignment • Minimum of three years of satisfactory teaching experience • No more than four teachers from any one school • Pilot teachers to be reflective of a variety of schools, subjects, and experience levels

Training • ECS Trainers 6 days - “Train-the-Trainers” format for the Framework for Teaching • Principals and ECS Assessors I day - Framework for Teaching 3 days - Observer Training • Participant Training 1 day - Introduction to the Framework for Teaching I day - Philadelphia Standards and Rubrics

  19. In Progress • Completion of Review Components Standards and Rubrics Portfolio Development Measures of Content Knowledge • Determination of criteria for movement through salary levels • Establishment of new implementation timeline for Pilot • Selection of Teacher and Assessor Participants
