INTRODUCTION • Tyre is a Lebanese Mediterranean millenary city • Its archaeological vestiges have Phoenician, Greek, Roman, Byzantine, Crusader, Mameluke and Ottoman roots • Tyre faces problems at different scales: • Developmental crisis due to insufficient economic growth • Major issues in terms of sustainable development constraining territorial and environmental balances
DIAGNOSIS (1) • Major stakes • Socio-economic: demographic growth, poverty, unemployment • Environmental: galloping ecological degradation • Urban: anarchic urban development, informal settlements, precarious zones and misery belts. • Patrimonial: plunders and clandestine digs, excessive and abusive touristic activity. • Orientation of the CDS • action plans that control and manage sustainably the city development. • reach an economically developed city reconciled with its environment
DIAGNOSIS (2) • Local economic development strategies • minimize environmental constraints through measures that ensure coastline protection, fight against soil degradation, marine pollution • Urban growth control while taking into account the cultural and natural heritage while improving living conditions, reducing social disparities and reinforcing urban governance • Tyre should proceed to a reform within its local development policy through establishing a city strategy based on sustainable development
SOCIAL DEVELOPMENT STRATEGY Objective • Focus on the satisfaction of the community social needs, in particular vulnerable population Action Plans • Introduction of a participative policy, fighting against exclusion • Optimization of educational and health systems • Adoption of an integrated local development plan, based on solidarity, social equity, poverty eradication, living conditions improvement • Integration of vulnerable groups
ECONOMIC DEVELOPMENT STRATEGY Objective • Stimulation of economic growth respecting environmental constraints and targeting poor and middle classes • Improvement of the city competitiveness on the national and regional scale Action Plans • Promoting and reinforcing micro and small enterprises and industries • Identification of the city needs in terms of job creation • Building up working population skills
TOURISTIC DEVELOPMENT STRATEGY (1) Objective • Identification, valorization and preservation of the heritage elements Action Plans • Improvement of tourists stay quality • developing the touristic infrastructure • performing the hotel management • organizing vocational training to the labor force working within this sector • Production of territorial products reinforcing the city identity
TOURISTIC DEVELOPMENT STRATEGY (2) • Creation of tourist attractions such as museums, patrimony house, organization of festivals • Rehabilitation of the traditional architectural fabric • Creation of leisure activities along the coastline and preservation of the marine public domain • Estimation of the tourists’ impact on the natural and historical sites • Definition of local dynamics in order to ensure the durability of the touristic sector • Integration of the touristic development strategy within the territory dynamics
AGRICULTURAL DEVELOPMENT STRATEGY Objective • Optimal management of agricultural spaces • Fishery Preservation and Development Action Plans • Improvement of the quality of the product • implantation of food processing industries • Introduction of the organic agriculture • Preservation of the agricultural spaces from urban sprawl • Reform within the fishery policy through: • improving the techniques and protecting fishermen rights • Development of sustainable aquaculture
COMMERCIAL DEVELOPMENT STRATEGY Objective • Commercial vitality and diversity • Improvement of the quality of life within the city and reinforcement of quarters’ conviviality Action Plans • Development of commercial zones and diversification of the supply • Development of the accessibility of commercial areas: solving parking problems, developing sidewalks and pedestrian areas • Maintenance of public spaces within the commercial areas
URBAN PLANNING DEVELOPMENT STRATEGY Objective • Alleviation of the anarchic urban growth Action Plans • Integration of peripheral quarters to the development process • Revision of the city master plan • Renovation of the urban fabric while avoiding gentrification • Conservation of the social and economic diversity • Development of the city gates • De-densification of the urban fabric without affecting the residential and economic functions of the city quarters

MUNICIPAL DEVELOPMENT STRATEGY (2) • Building capacity of local administration staff • Promotion of the establishment of a local observatory aiming at monitoring and defining priorities ensuring the efficiency of the CDS • Support the local strategic planning by adopting new computer tools and software (GIS) • Cooperation with national, regional and global partners in exchanging knowledge and experience
CONCLUSION Inter-relation between the three pillars of the sustainable development results in: • Generation of new sustainable economic opportunities respecting the natural, cultural and human environment • Promotion of an active participative approach, integrating the sustainable development to the social culture • Promotion of the social equity and fight against social exclusion and urban segregations
CONCLUSION (2) • Valorization of the natural sites, the patrimony, landscapes while ensuring ecosystems balance, resources durability • Reinforcement of security measures on all levels: solve insalubrities problems, alleviate natural and technological risks, reduce pollution • Improvement of the local governance through decentralization and the reinforcement of the municipality structure responsible for the management and control of the implementation of the City Development Strategy
