Equitable and sustainable benefit from mineral resources 1. Promote Job Creation - Number of jobs from new mining rights – Adjudication of applications for new Mining Rights (including SLP, and EMP) are given priority Increased compliance inspections on implementation on Mining Works Programme, Environmental Management Programmes, and Social and Labour Plans. - SMME development projects through increased compliance inspections - Local economic development projects – through increased compliance inspections
Equitable and sustainable benefit from mineral resources Promote Sustainable Resource Use and Management Percentage of adjudicated work programmes relative to Rights issued Adjudicate work programmes and verify through inspections Percentage of adjudicated Social and Labour Plans relative to Rights issued Adjudicate S&LP’s and verify through inspections Percentage of adjudicated Environmental Management Programmes and Plans relative to rights issued Adjudicate EMP’s and verify through inspections

Reduce State environmental liability and financial risk Identified rights and/or those with inadequate financial provision Conduct inspections and issue statutory notices/ orders in cases of non compliance. Statutory notices issued to ensure that companies review financial provision, in line with environmental impact and liabilities Percentage of mines issued with closure without residual state liability Ensure that no residual liabilities remain for state before any closure certificate is issued
Transformed minerals sector 3. Ensure implementation of transformation policies - Number of rights granted to new HDSA’s Analysis of the statistics from the SAMRAD, for monitoring purposes - Number of consultations with communities Analysis of the statistics from the SAMRAD, for monitoring purposes - Number of industry workshops Analysis of the statistics from the SAMRAD, for monitoring purposes - Number of new entrants HDSA supplying the mining industry Procurement workshops with mining industry, as part of compliance with conditions of the Mining Right
Internal business processes Monitor and enforce compliance The Branch seeks to achieve 100% compliance with regulatory requirements. - Number of Mining Charter and legal compliance inspections (Social and Labour Plans, BEE and Mineral Law ,,) - number of Mining and Prospecting work programme inspections(Mine Economics) - Measure will be the number of Social and Labour Plan inspections - number of environmental management plan \ programme inspections(Mine Environmental Management) - % adherence to prescribed time frames ( granting, refusing and issuing rights) - % adherence to business processes for MPTRO - number of guidelines implemented - % of revenue collected
