  2. Yelanetskiy district – is an agricultural district, a wonderfuland rich areawithunfailing resources for work. It is famous for its hardworking and generous people. Owing to their efforts, this district is changing rapidly. New methods of administration are introduced. Their main instrument is attraction of investments.I hope the given information will allow you to appreciate properly the contemporary and future of our region, its economic and cultural potential; it will stimulate to mutually beneficial cooperation. Yelanetskiy District • It is formed in 1926 • The location: the Southern part of Mykolaivskiy region • Bordered by Bratskiy, Novoodeskiy, Bashtanskiy, Novobuzkiy and Voznesenskiy districts of Mykolayiv region and Bobrynetskiy district of Kirovogradskiy region • The total area of the district - 1017.7 square meters. km (4,1% of the region) • Population - 16,2 thousand people • The number of settlements – 37; urban village - 1, rural settlements - 36 • The district center – urban village Yelanets: - Distance to the regional center of Mykolayiv - 90 km - Distance to railway station: - Voznesensk - 45 km - Novyi Bug - 60 km. - Distance to the river port of Nova Odessa - 40 km

Gas and Water Supply • By 01.01.10 the length of gas networks in the area - 178.8 km • The number of customers who use natural gas - 3066, including • Yelanets - 1842 (80% ) • Rural settlements - 1224 • Gasified: 19 settlements (51.3%) • There is no central water supply; water sources of the district are three available wells.The delivery is made by mobile transportation. Osmosewater desalination plant (pump) is functioning in Yelanets.

Transportation Services Motor roads • of national and local importance - 191.9 km • of public importance - 168.6 km . • The area is crossed by such highways: • of republican importance: Kryvyi Rig - Voznesensk – Berezivka; Mykolayiv - Kirovograd - Oleksandrivka - of regional importance: Nova Odessa - Yelanets - Bratsk - Arbuzynka. Bus station of Yelanets is subjected to Ltd. «MOPAS» Transportation of passengers is carried by 43 bus routes for general use. There is bus service with many cities of Ukraine: Kyiv, Mykolaiv, Odessa, Kryvyi Rig, Dnepropetrovsk, Pervomaisk, Cherkassy, Kirovograd, Kherson, Zaporizhzhya.

District Infrastructure Finance and credit network is represented by bank branches: Raiffeisen Bank Aval, Mykolayivbranch of Privatbank, Mykolayivbranch of JSC Ukrainbank, Voznesensk branch of Savings Bank of Ukraine № 3153/054. Commercial network isrepresented by 263 objects of retail trade and restaurant facilities, including 165 shop units (total area - 6077 square meters), 43 - kiosks, 40 - objects of restaurant facilities (692 seats). There is Yelanetskyi village market “Tsentralnyi" with the sale of food and nonfood products; total area - 7,5 thousand square meters, the number of trade places - 100.

  7. New Communications and Connection • Mykolaiv Branch of Ukrtelecom -Yelanetskyi department of telecommunication services № 10 has 14 exchanges. • 445 subscribers of Internet service • Coverage of mobile communications in the district reaches 85,0%.

Education: 16 –secondary schools (1 –Yelanetskyi Humanitarian Gymnasium); the number of pupils - 1600 1 - Professional Agricultural Lyceum , the number of pupils – 388 18 - preschools,the number of children – 419 Health: Central Hospital -1 Polyclinic – 1 Rural outpatient clinic -2 Primary health and obstetric center –– 18 hospital beds – 100, output of health centers - 285 visits per shift.   10. Housing and Communal Services In order to reduce energy consumption, energy saving measures are carried out by transferring gas heating from boiler houses of industrial type to gas furnaces. Also here observed replacement of windows, window frames and doors with modern materials at social and cultural objects; replacing old boilers to modern designs boilers, etc.

  11. Natural Resource Potential of YelanetskiyDistrist Water resources - 1075.43 hectares(rivers - 265.31 ha, the reservoir - 161 ha). Such rivers: the Gnylyi Yelanets (100 км), Gromokliia (102 км) and Solona (30 км) flow past the district. Forestry - forest resources – 4.7 thousand ha; hunting grounds - 68.0 thousand ha Agricultural lands - 91,2 thousand ha; tillage - 75.4 hectares Minerals - granite, crystalline rocks, limestone, sand, loam.

  12. Labor Potential of the District Population - 16,2 thousand people, urban population - 5.0 million people, rural – 11,2 thousand people: women - 8,6 thousand people, men - 7.6 million people. The density of living - 15.9 people / sq km.

Tourism Potential • Monuments of history and culture - 49. • Public Museums - 6, one of them has the status of "folk“ • School of Art – 1 • The district has favorable conditions for tourism development. There is National Natural Park «Yelanetskiy Steppe». It presents picturesque scenery and landscapes, water objects, which gives grounds for organization of centers for recreation and Village Tourism development.

Peculiarities and Competitive Advantages of District - good geographical location of the district;; - developed transport infrastructure; - favourable structure of land resources for agricultural manufacture andthe presence of fertile black soil; - technical equipment of agriculture; - presence of natural resources of state and local value: loam, sand, deposits of crystalline rocks, granite, limestone with many stocks; - Tourist attraction: National Nature Park "Yelanetskiy Steppe”, magnificent scenery and landscapes; - availability of land and facilities that can be used for commercial activities; - encouragement and opportunity to promote by authorities the start of industrial activities in the district.

Agriculture Natural and climatic conditions of the district are favorable for cultivation the following crops: grain (wheat, barley, maize) industrial (sunflower, rape) • There are 18 agricultural enterprises, 246 peasant and farmer households and 2875 individual farms in the district. • Agricultural land area: 91.2 thousand hectares, including tillage - 75.4 thousand hectares • Main trends of plant growing are production of grain and industrial crops. • Main trends of cattle breeding: meat, milk.

  17. Production Volume of Agriculture Gross Output in all Categories of Economy(million UAH) By 2009 the volume of agriculture gross output is 3,3% of total production in the region.

  18. Leading Enterprises of District Ltd. “NovyiSad” Director - TotoonovStanislav Khushynovych – an agricultural enterprise. the cultivation is 4300 hectares of land area - the production of grain and industrial crops

Leading Enterprises of District PDP “Ahrofirma Avanhard“ director Demchenko Grygorii Petrovych one of the leading entreprise in the region, the main branches - crops and livestock, the secondary branches - processing of agricultural products (bakery products, cereals, vegetable oil, animal feed). One of the economic tools in the enterprise is the development of seed industry.

  20. Leading Enterprises of District Ltd. SHVP "Ahroflahman“ (director КormyshkinYuriiAnatoliyovych) A leading enterprise of crop production and application of advanced and resource-saving technologies of cultivation the agricultural land. It uses modern technologies of growing cropsand has imported the latest equipment which allows to gather stable high yields. This year yield of grain crops was - 69.4 quintal / ha including winter wheat - 76.2 quintal / ha. The enterprise has the status of seeds.

  21. Leading Enterprises of District Farm «Hulina VolodymyraAnatoliyovycha» It deals with growing crops and is considered to be one of the best in the area. The economy is stable and provides high levels of crop production. Modern technology of growing crops is adopted. The yield of grain crops this year amounted to 47.6 quintal / ha.

Experience in Attracting Investment Due to all sources of funding, there were investments in capital assets at current prices: 2005 - 1968 thousand UAH 2006 - 6283 thousand UAH 2007 - 4521 thousand UAH 2008 - 7947 thousand UAH 2009 - 10 618 thousand UAH By 2009 - 79% of total volume of investments in fixed capital is domestic business investment and credit resources.

  23. Experience in Attracting Investment Ukrainian Social Investment Fund It has implemented 9 micro projects. The problem of quality heat supply of Yelanetskyi, Novovolodymyrivskyi, Novooleksandrivskyi schools was solved. Major overhauls of district theater "Zorya“, Novovasylivskyi village house of culture, Semyonovskyi medical and obstetric centre and outpatient clinic of Vozsiyatskoyi village were held. • The total investment was about 3 million hryvnas.

Experience in Attracting Investment Local development directed to community • 4 micro projects were implemented. • Yelanetska village council - the project "Energy saving measures in kindergarten of Yelanets; (repair of porches) - 160 thousand UAH • Yasnohorodska Village Council - Energy saving measures in school of village Yasnogorodka (replacement of windows) - 40 thousand UAH • Velykoserbulivska Village Council - Village Repair of medical clinic in Velykoserbulivka - 80 thousand UAH • Novovasylivs'ke Village Council - Energy saving measures in kindergarten of village Novovasylivka (replacement of windows, doors, etc.) - 41 thousand UAH • The total investment was 321 thousand UAH

Investment Proposals Production and processing of agricultural products of plant and animal origin, procurement Enterprise: Agricultural Service Cooperative "Velidarivskyi" Total required investments - 110.0 thousand dollars Targeted use of investment funds: Purchase of equipment for processing agricultural products, agricultural machinery and livestock breeding Form of investment: transport for milk collection, processing equipment for cooling, storage, processing of products of animal and plant origin in terms of financial leasing, preferential loans and direct investments. Payback period: 6 years
