Horizon 2020 from the "GDP and beyond" perspective • My presentation gives you an overview: • The new structure in Horizon 2020 and the Novelties in comparison to the earlier Framework Programmes • "GDP and beyond" from the Horizon 2020 perspective: sustainability in Europe 2020 Strategy as an horizontal issue/ “GDP and beyond” as a cross-cutting issue in Horizon 2020 • “GDP and beyond” as SSH research objective, i.e. Based on the “e- frame approach” in Horizon 2020

  3. Horizon 2020 implements Europe 2020 Strategy • Horizon 2020 is the new EU Framework Program for Research and Innovation with a budget of ca. 78 bio euro. It implements the Europe 2020 strategy: • Smart, sustainable and inclusive growth in Europe • Europe 2020 five Headline targets: Employment rate; 3% of GDP; Climate and Energy; Education; Poverty and social exclusion • Seven Flagship Initatives, in particular the Innovation Union Flagship

Horizon 2020 novelties • A single programmebringing together three separate programmes/initiatives* • Coupling research to innovation – from research to retail, all forms of innovation • Focus on societal challengesfacing EU society, e.g. health,clean energy and transport • Cross-cutting issues mainstreamed: social sciences, gender, international cooperation • Simplified access,for all companies, universities, institutes inall EU countries and beyond

"GDP and beyond“ as sustainability issue in Horizon 2020 • Sustainability is at the core of Europe 2020 Strategy • Horizon 2020 contribution to sustainability on environmental, economic and social dimensions and civil society dimensions • Horizon 2020: 60% of the budget are allocated to the generic objective of sustainability and climate change: they are cross-cutting issues in Horizon 2020 • Horizon 2020 research and innovation actions with view of new solutions/ innovation actions, not only research • => 60% of 78 bio euro for sustainability and climate change is good news of course….How does it work?

"GDP and beyond“ as cross-cutting sustainability issue – How? • Priority 1: Scientific excellence • Sustainability as under the Priority 2 “Industrial Leadership" - with view of finding solutions : eco-innovation; health innovations; … • Sustainability in Priority 3 across all Societal Challenges: not only research but also innovation actions

"GDP and beyond" as SSH research/ e-frame concept in Horizon 2020 – an overview • “GDP and beyond” as cross-cutting SSH research is possible in all priorities • Excellent science • "Embedding SSH" in Priorities 2 and 3 • Societal Challenge 6 " Europe in the changing world - Inclusive, innovative and sustainable societies” • What type of (interdisciplinary) issues: measurement, policy making, externalities, pricing, distribution, wealth, well-being, psychology, culture, history etc.

  11. II. Embedding SSH across Horizon 2020

  12. SSH in Horizon 2020 • "Social sciences and humanities (SSH) research will be fully integrated into each of the general objectives of Horizon 2020." • Horizon 2020 regulation • = Embedding SSH (as cross-cutting issue)

Embedding SSH: two approaches • General Integration: All Societal Challenges, LEIT and activities under Excellent Science are generally open to SSH contributions in all their lines of activity and thus favour 'integrating SSH' as genuine interdisciplinarity ('integrating in the research problem'). • Dedicated Integration: In some Societal Challenges and parts of LEIT have a specific SSH line of activity called 'the socio-economic dimension of…' is delineated, i.e. requires SSH research.

SSH in ExcellentScience • The European Research Council (ERC): About 17 % of the ERC-budget will be allocated to SSH. • Marie Sklodowska-Curie Actions (MCA) • Several major research infrastructures in the SSH are supported by H2020: => opportunities might arise for GDP and beyond Infrastructure

SSH in Industrial Leadership • Strengthening the cultural and social aspects of innovation • SSH as a source of creativity in development of services and products • Societalaspectsof new and emerging technologies (e.g. societal acceptance; citizens' participation in decision-shaping; ethical aspects; new technologies and changing lifestyles) • Business and management models (for example green sustainability)

SSH across the Societal Challenges • Integrated in the Societal Challenges which will bring together different technologies, sectors, scientific disciplines, social sciences and humanities, and innovation actors to find new solutions • Plays a major role in the Societal Challenge 6 "Europe in a changing world – inclusive, innovative and reflective societies”

Example 1 of SSH-relevant topics ('flagged') • Societal Challenge 1 'Health, demographic change and wellbeing' • Call PHC 22–2015 'Promoting mental wellbeing in the ageing population' • Proposals will include multi-disciplinary research to improve the understanding, prevention, early diagnosis, and treatment of mental conditions and disorders of older people. • Research may include a dimension of research into physical, psychological and social determinants of healthy ageing. • Proposals may address the role of external or internal determinants of mental health, including e.g. sensory deficits, chronic disease, substance use, socio-economic stressors (loneliness, poverty), or physical stressors.

Example 2 of SSH-relevant topics ('flagged') • Societal Challenge 7 'Secure societies – Protecting freedom and security of Europe and its citizens' • Call FCT 14–2015 'Understanding the underlying social, psychological and economic aspects of the genesis, methods and motivation of organized crime (including cyber related offenses)' • Research should investigate the role of social, psychological and economic factors in progression of individuals who had unremarkable lives into organised crime and terrorist networks. • Research may examine the role of friendships, kinships, milieus and peer groups of (social) networks and social media. It may also examine the characteristics of individuals that leave them susceptible to these influences and/or social conditions conducive to organised crime. • The analysis may also take into account state of the art of theory and research on inclusion and social cohesion and apply economic measures.

Example 3 of SSH-relevant topics ('flagged') • Societal Challenge 5 ‘Climate action, environment, resource efficiency and raw materials' • Call SC5-14-2014 ‘Consolidating global knowledge on the green economy in support of sustainable development objectives in the EU and internationally' • Coordination Action • Following Rio+20: need to support the emerging sustainability framework post – 2015 and reconsile it with the green economy agenda, also with the involvement of civil society • - You can find 5 Topics under the Call “Growing a Low Garbon, Resource Efficient Economy with a Sustainable Supply of Raw Materials

The objective of Societal Challenge 6"Europe in a changing world – inclusive, innovative and reflective societies" • "To foster a greater understanding of Europe, provide solutions and support inclusive, innovative and reflective European societies in a context of unprecedented transformations and growing global interdependencies" • Horizon 2020 Regulation • = will support social sciences and humanities research by focusing on inclusive, innovative and reflective societies."

Structure of Societal Challenge 6 • Inclusive Societies: • Smart, sustainable and inclusive growth • Building resilient, inclusive, participatory, open and creative societies in Europe • Europe's role as a global actor • Sustainable and inclusive environments through innovative spatial and urban planning • Innovative societies: • Strengthening the evidence-base and support for the IU and ERA • New forms of innovation, with special emphasis on social innovation and creativity (incl. the role of ICT-technology) • Make use of the innovative, creative and productive potential of all generations • Cooperation with third countries • Reflective societies: • European heritage (memory, identity) • European countries' and regions' history • Europe's role in the world; intercultural relations

Societal Challenge 6: CALL 2014 – 20155 Calls • "EURO"-CALL: Overcoming the crisis: new ideas, strategies and governance structures for Europe • "YOUNG"-CALL: The young generation in an innovative, inclusive and sustainable Europe • "REFLECTIVE"-CALL: Reflective societies: cultural heritage and European identities • "INT"-CALL: Europe as a global actor • "INSO"-CALL: New forms of innovation

GDP and beyond as SSH research: practical tips to the research community • Check: Flagging tool is provided, giving immediate link to certain topics which correspond to important horizontal SSH issues • => NET4SOCIETY-publication on flagged topics/ NCPs • Participate: The expert advisory groups of each Societal Challenge include SSH scientists • Participate: The evaluation panels of the Societal Challenges need to include experts with SSH competences
