Overview of Nuclear Program in IRAN • Islamic Republic of Iran due to the importance of nuclear energy in its constant development and with regard to the limited resources of energy, planned to substitute the renewable energy instead of fossil energy. • Based on the Parliament Act, the government is required to provide several thousands megawatts of nuclear power in future. • The Atomic Energy Organization of Iran began planning of construction new power plants accordingly.

NNSD’s Human Resource Development (1/13) • In parallel to development of Atomic Energy Organization activities, expansion in size of INRA/NNSD and enhancing technical qualification of regulators are necessary. • INRA/NNSD needs to build it’s capacity through the following: • Recruitment • Using various training methods • Outsourcing (external TSOs, e.g. VO Safety company, universities, independent experts)

NNSD’s Human Resource Development (2/13) • Training and Tutoring: • Internal classroom training; • On-the-job training (OJT); • Structured self-study; • Laboratory training, such as instrument use and simulators; • Participation in IAEA training activities under TC projects with INRA; • Coaching and mentoring.

NNSD’s Human Resource Development (4/13) • Step 1 (including phases 1&2) • Phase 1: • It took lasted 2 years (2007-2008) • Structured Self-Study for 40 people, based on IAEA-TECDOC-1254: • Fundamentals of Nuclear Engineering (including basic safety concepts, reactor physics, thermal hydraulic) • Basic Professional Training Course (BPTC) (CDs including lectures presented by IAEA experts in the area of NPP design, siting, operational safety, deterministic and probabilistic safety analysis, safety culture, etc.)

NNSD’s Human Resource Development (5/13) • Phase 2 (under IAEA TC: IRA/09/18): • 22 NNSD staff took part in this phase; • It was implemented during the years between 2009 & 2010; • All participants were selected from NNSD’s “Safety Assessment” and “Inspection & Enforcement” groups. • Phase 2 divided into 5 sub-stages including: • General Part (4 weeks training in Vienna, IAEA) • On-Site Training (2 weeks each/host countries with VVER NPP) • Common Session (10 days in Vienna, IAEA) • Mentoring Phase (10 days each/Tehran/Bushehr) • Train the Trainers (1 week in Vienna, IAEA)

NNSD’s Human Resource Development (7/13) • Phase 3: • Recruitment of 25 new-comers for representative office at Bushehr Nuclear Power Plant in 2011; • In house training for the newcomers (2011-2012) • Internal classroom training (Universities Professors, INRA Senior Experts, Instructors from BNPP) • Laboratory training (instrument use, Full scope simulator in BNPP) • Coaching and mentoring (INRA senior experts, Russian “VO Safety” company)

NNSD’s Human Resource Development (8/13) • Phase 4: • Planning to provide an external complementary training program for new-comers in Russian Federation; • Developing a Quality Assurance Program (QAP) for the external training; • Implementing of external training for 25 new-comers (11 weeks). • Training locations: • “VO Safety” training center (Moscow) • Kalinin NPP training center • Kalinin NPP

NNSD’s Human Resource Development (9/13) • Phase 4 (to be continued): • Specific Training Courses for NNSD specialists in Russian Federation held by Rostechnadzor in the following scientific areas: • Nuclear safety (280 training hours); • Radiation protection (200 training hours); • Industrial safety (280 training hours); • Supervision over safety assurance of electrical devices, monitoring and control systems (200 training hours); • Supervision over fire safety assurance (80 training hours).

NNSD’s Human Resource Development (11/13) • Step 3: • Planning for constant development of NNSD’s human resource including implementing of phase 5 includes: • Review and update the job position profiles, by the management level; • Review and Update the personnel tasks per job position, by the management level, for every job position at the NNSD; • Certification and qualification protocol for all the job positions; • Review and update the Training Needs Assessment (TNA), based on the new job positions and tasks; • Developing a training program, for the period 2015-2019.

NNSD’s Human Resource Development (12/13) • Step 3 (to be continued): • International cooperation • IAEA: • Under IAEA/INRA Technical Cooperation Project (IRA9020 & IRA9024), a work plan on “Enhancing Regulation of Nuclear Facilities & Radiation Activities in Iran” has been developed: • Planning workshop, training course and fellowship for junior staff, • Planning technical meeting, expert missions, technical committee, consultancy meetings and forums for senior experts,

NNSD’s Human Resource Development (13/13) • Step 3 (to be continued): • 1 Fellowship for 4 NNSD staff on inspection activities during operation of WWER (3 months each), • 1 Fellowship for 2 NNSD staff on assessment tools and methodologies during operation of WWER (3 months each), • 1 Fellowship for 2 NNSD staff on Environmental assessment tools and methodologies during operation of WWER. • EU • Russian Federation • Japan
