Uwezo East Africa From enrollment to learning
Uwezo’s central question: Children are in school… …but are they learning?
Our Goal Uwezo will contribute to a 10 percentage point increase in literacy and numeracy levels among children aged 5-16 in Kenya, Uganda, and Tanzania. Program Timeline: 2009-2013.
Uwezo in Brief What we do: • Household-based assessment of basic literacy and numeracy skills of children ages 6-16 in Kenya, Tanzania, and Uganda. In 2011, we aim to assess nearly 400,000 children. How we make change: Uwezo in Brief
How is the sampling done? National census as sampling frame (National Bureaus of Statistics) District – Village (30) – Household (20) Rotational panel (of 10 villages each) is used to sample villages in every subsequent year. A public primary school per village is automatically included in the sample.
How we create the Assessment Created by a panel drawn from national institutes of education, teachers, Ministry of Education, assessment centers Tests are based on Class 2 curriculum of the respective countries Test focuses on basic literacy and numeracy Pre-tested, revised, and piloted.
How we do the assessment Use volunteers from the sampled villages as enumerators Reaching villages through district partners 2-3 day trainings for volunteers Children in the sampled 20 households per village are assessed.
Uwezo assesses on a large scale. • Total children to be assessed in 2011: 400,000 • Kenya 2009: 2011 (Feb-March) • 70 districts 124 districts • 68,945 children assessed 170,000 children assessed • Tanzania 2010: 2011 (April-May) • 38 districts 133 districts • 42,033 children assessed Target of about 200,000 • Uganda 2010: 2011 (April-may) • 27 districts 80 districts • 34,752 children assessed
