  2. 2012 Rule Changes Restraining Lines Rule 6-1-1 • ARTICLE 1. For any free kick formation, the kicking team's restraining line shall be the yard line through the most forward point from which the ball shall be kicked, and the receiving team's restraining line shall be the yard line 10 yards beyond that point. Unless relocated by a penalty, the kicking team's restraining line on a kickoff shall be its 35-yard line, and for a free kick after a safety, its 20-yard line. Rule 6-1-2 (FR-61)

  3. Free Kick Formation Rule 6-1-2 • b. After the ball has been made ready for play all players on the kicking team except the kicker must be no more than five yards behind their restraining line. A player satisfies this rule when one foot is on or beyond the line five yards behind the restraining line. If one player is more than five yards behind the restraining line and any other player kicks the ball, it is a foul.

  4. Touching Ground On or Behind Goal LineRule 6-1-7 • b. If the result of the play is a touchback (Rule 8-6) for Team B, they will put the ball in play at their 25-yard line.

  5. OPPORTUNITY TO CATCH A KICKRule 6-4-1 • a. It is an interference foul if, before the receiver touches the ball, a Team A player enters the area defined by the width of the receiver’s shoulders and extending one yard in front of him. When in question it is a foul.

  6. OPPORTUNITY TO CATCH A KICK Rule 6-4-1 • e. During a free kick a player of the receiving team in position to receive the ball has the same kick-catch and fair-catch protection whether the ball is kicked directly off the tee or is immediately driven to the ground, strikes the ground once and goes into the air in the manner of the ball kicked directly off the tee.

  7. Snap After a Touchback8-6-2 • ARTICLE 2. After a touchback is declared, the ball belongs to the defending team at its own 20-yard line (Exception: Free Kick), and that team shall put the ball in play on or between the hash marks by a snap (Exception: Extra-period rules). The snap shall be from midway between the hash marks on the 20-yard line, unless a different position on or between the hash marks is selected by the team designated to put the ball in play before the ready-for-play signal. After the ready-for-play signal, the ball may be relocated after a charged team timeout, unless preceded by a Team A foul or offsetting fouls.

  8. ATTEMPTING TO LEAP OVER THE PUNT SHIELD Rule 9-1-11 • c. No defensive player who is inside the tackle box may try to block a punt by leaving his feet in an attempt to leap directly over an opponent. • 1. It is not a foul if the player tries to block the punt by jumping straight up without attempting to leap over the opponent. • 2. It is not a foul if a player attempts to leap through or over the gap between players. Editorial: this foul can only occur if a kick is made. No kick = no foul.

Free Kick Responsibilities - R • Responsible for staring 25 second clock and delay fouls • Line up on goal line or behind receiver • Count Team R; arm signal • Officials, players ready, look to BJ give RFP signal; kick formation legality (at least 4 on each side of kicker) • Adjust position to observe ball and deep receiver(s) • Kick into EZ; touchback signal if untouched by R • Wind clock when ball is legally touched in the field of play • Kick muffed by Team R; give wind signal ; recovered by K • Ball responsibility number to number • Observe action around ball • Fumble, backward/forward ball exchange • Fair catch, illegal blocks, clips, wedge formation • Clean up if ball kicked away from you. • See ball prior to whistle • Game clock • Dead ball awareness

Free Kick Responsibilities - U • Clear Sideline • Kicking team restraining line • Count K Team, 9 yard marks; arm signal • Ensure K Players are within 5 yards of their restraining line • Know & watch your keys: 4 & 5 of K on your side • Protect Kicker • Think short kicks, illegal touching • Short Kicks- Bean Bag if touched by K • Wind clock when ball is legally touched in the field of play • Move slowly downfield 10-15 yards on HL hash or between Hash/Numbers for kicks outside hash, working inside out • Illegal blocks, clips • Observe action around ball/ball responsibility in your area • Long return awareness; goal line coverage; do not get beat • Ball responsibility in your area • See ball prior to whistle • Clean up; clocks • Dead ball awareness

Free Kick Responsibilities – H & L • Clear Sideline • Line up on goal line pylon • Count R team - arm signal • Wind clock when ball is legally touched between bottom of numbers and your sideline, or when ball comes out of end zone • Kick OB or last touched by R fair catch kick into EZ; touchback signal if untouched by R • Kick muffed by R - give wind signal /recovered by K • Adjust position to observe ball and deep receiver(s) • Ball responsibility in your area (from 9 yard mark to your sideline) • Clean up if ball kicked away from you • Observe action around ball – move onto field if ball away from you • Fumble, backward/forward ball exchange • Fair catch, illegal blocks, clips, wedge formation • See ball prior to whistle • Game clock • Dead ball awareness

Free Kick Responsibilities – F & S • Clear sideline • Restraining line, ball kicked into ground, or taken more than one bounce, kick formation legality (secondary) • Count R team - arm signal • Think fair catch, short kicks-bean bag if touched by K; illegal touching • Wind clock when ball is legally touched in the field of play • Kick OB or last touched by R team • Know/watch your keys -2 & 3 of K; move with first wave 10-15 yards and pick up action at POA • Illegal blocks, clips • Observe action around ball/ball responsibility in your area • Long return awareness – sideline responsibility to the K goal line • See ball prior to whistle • Game clock • Dead ball awareness

Free Kick Responsibilities – B • Officials ready (U-S-F); hand ball to kicker; go to kicking team restraining line, signal Referee; ball blown off tee • Count K Team, 9 yard marks - arm signal • Kicking Team restraining line, ensure K players are within 5 yards of their restraining line, protect kicker • Think fair catch, short kicks-bean bag if touched by K; illegal touching • Wind clock when ball is legally touched in the field of play • Kick OB or last touched by R team • Know/watch your keys– 4 & 5 of K on your side; move slowly downfield 10-15 yards on LJ Hash or between hash/numbers for kicks outside hash working inside out • Illegal blocks, clips • Observe action around ball/ball responsibility in your area • Long return awareness – goal line coverage - do not get beat • See ball prior to whistle • Game clock • Dead ball awareness

Short Free Kick Responsibilities - U • Clear sideline • Line up on K Team’s restraining line opposite BJ, bean bag in hand • Count K Team, arm signal, ensure K players are within 5 yards of their restraining line • Encroachment (Plane) • If kicked to BJ side observe action on and by the kicker • Wind clock when ball is legally touched in the field of play • Illegal blocks by K and assist with touching by R or K • Be ready to rule on possession-give direction and time out signals • On deep kick move in towards hash; long return awareness; goal line coverage -do not get beat • Move to dead ball area and assist as necessary • OB awareness and signal • Game clock • Dead ball awareness

Short Free Kick Responsibilities – H & L • Clear sideline • Line up 5 Yards in advance of K team’s restraining line, opposite LJ/H, bean bag in hand • H count K team; L counts R team - arm signal; legality of K’s formation; observe if kicked ball first strikes ground or taken more than one bounce • Wind clock when ball is legally touched in the field of play • Illegal blocks by K • Be ready to rule on possession-give direction and time out signals • If ball kicked to opposite side, assist with touching and possession • Long return awareness – sideline responsibility to the K goal line • Move to dead ball area and assist as necessary • OB awareness and signal • Game clock • Dead ball awareness

Short Free Kick Responsibilities – F & S • Clear sideline • Line up on R team’s restraining line, bean bag in hand • Count R team- arm signal • Think offside (Plane), touching by R or K • Drop bean bag on yard line where ball first touched • Be ready to retreat on ball kicked deep • Wind clock when ball is legally touched in the field of play • Illegal Blocks by K • Be ready to rule on possession-give direction and time out signals • If ball kicked to opposite side, assist with touching and possession • OB awareness and signal • Game clock • Dead ball awareness

Short Free Kick Responsibilities - B • Line up on K team’s restraining line opposite U, bean bag in hand • Count K team, officials ready (H-S-U-F)- arm signal, ensure K players are within 5 yards of their restraining line • Encroachment (Plane) • If kicked to U side observe action on and by the kicker • Wind clock when ball is legally touched in the field of play • Illegal blocks by K and assist with touching by R or K • Be ready to rule on possession-give direction and time out signals • On deep kick move in towards hash; long return awareness; goal line coverage -do not get beat • Move to dead ball area and assist as necessary • OB awareness and signal • Game clock • Dead ball awareness

Punt Responsibilities- R • Line up: 2 yards behind and 10- 12 yards wide of kicker on the kicking foot side. • Count offense- arm signal • Note substitution legality – 3 second rule • 4th down fumble rule;roll arms as the signal • Think: pass, fake, blocked kick • Shifts, illegal motion, false start • Do not allow early snap • Clear ball to punter • Holding by up backs, primary responsibility for shield blocking, defender blocked illegally into kicker • Watch for action on punter- roughing or running into? • Give tip signal if kick is touched by defense near LOS • Clear player action on your side of center • Spot punt OB in air if appropriate • If kick is blocked and goes toward sideline, work to stay in middle of field; goal line responsibility • Move slowly downfield at hash marks • Watch low blocks and blocks in back • Long return awareness – goal line coverage - do not get beat • Clean up • Game clock • Dead ball awareness

Punt Responsibilities- U • Establish position opposite Referee 10 yards deep max; pivot to HL side • Think: Leverage • Count offense -arm signal • Numbering; know ineligibles and 7-1-4-a-5 conditions • 4th down fumble rule; roll arms as the signal • Ball adjustment • False start • Think: pass, fake, blocked kick • Protect snapper (One second rule) • Holding-defense pull and shoot • On blocked kick, move to LOS; rule on crossing NZ • Give tip signal if kick is touched by defense near LOS • Clear player action on your side of center as players go downfield • Pivot towards HL and move slowly downfield at hash mark • Long run awareness • Watch low blocks and blocks in back • Clean up • Game clock • Dead ball awareness

Punt Responsibilities- H & L • Down-distance formation legality; identify eligible receivers • Note substitution legality-3 second rule • 4th down fumble rule - roll arms as the signal • False start , encroachment, shifts, motion man towards you • Think: pass, fake, blocked kick • Clean snap, clear eligibles • L: on LOS until ball is kicked; assist R with shield blocking • HL: on LOS until ball crosses LOS • On blocked kick, move to offensive backfield to assist R • K team OB; clock awareness • Give tip signal if kick is touched by defense near LOS • HL: Fair catch signal, interference, blocking by signaler • L: If ball goes to your side inside numbers, officiate the football • Illegal touching beyond LOS • H: Keep runner between you and SJ; L: Keep runner between you and FJ • Watch low blocks and blocks in back • Goal line responsibility on returns • Clean up • Game clock • Dead ball awareness • H: Signal chain crew after confirming with R

Punt Responsibilities- F & S • Line up: on sideline even with deepest receiver (Goal line pylon if punt is < A45 yard line) • S: Game clock • Count R team- arm signal • Substitutes • Locate flyers; watch key • Think: pass, fake, blocked kick • Initially cover action on outside man • K team OB • Locate football, illegal touching • Move up or back in tandem with BJ • Fair catch signal, interference with opportunity, any waving signal above shoulder causes ball to become dead upon possession • F: If ball goes to your side inside numbers, officiate the football • Watch for illegal block in back above waist, low blocks, holding, etc. ; officiate as usual during the return • PSK foul • Touchback/Goal line awareness • Move onto field if ball is away from you • Clean up • Clocks • Dead ball awareness

Punt Responsibilities- B • Line up: approx. 5 Yards behind deep receiver and 8-10 yards from him for better angle on touching, and fair catch signal (Goal line if punt is = or < A45 yard line, or deepest receiver lines up < B10) • Play clock • Count R team- arm signal • Substitutes • Think: pass, fake, blocked kick; watch key • Locate and stay with ball • Illegal touching • Stay approx. 5 yards behind receiver and some distance from him for better angles • Fair catch signal, interference, blocking by signaler • Fair catch signal, interference with opportunity, any waving signal above shoulder causes ball to become dead upon possession • Drop bean bag to mark end of kick – sideline to sideline. If ball goes over receiver’s head, go with football • Watch for illegal block in back above waist, low blocks, holding, etc. ; officiate as usual during the return • PSK foul • Cover goal line/ touchback • Momentum rule, 5 yard line • Clean up • Clocks • Dead ball awareness

Field Goal/PAT Responsibilities - R • Line up on same yard line as the kicker, 10-12 yards wide, looking in • Clocks, count offense- arm signal • Clean snap • Protect kicker and holder • Fake kick, blocked kick • Touch by defense; tip signal • Illegal blocks, clips, BBW • Clean up • Dead ball awareness

Field Goal/PAT Responsibilities – U & S • U: Position 8 Yards Max from LOS; count offense - arm signal • S: Twin umpire position 8 Yards Max from LOS • U: Clean snap • U: Protect snapper, stay with muddle huddle/swinging gate – PAT • S: Stay with snapper with swinging gate • Tripping, leverage, pull and shoot • Fake kick, blocked kick • Touch by defense; tip signal • Illegal blocks, clips, BBW • Clean up • Dead ball awareness • U: Know previous spot

Field Goal/PAT Responsibilities – F & B • Fake kick, blocked kick • Goal line responsibility on fakes when ball is snapped on B20 or beyond • Touching beyond NZ • Good-No Good; touchback signal if appropriate • May indicate “Wide” with sweeping arm motion when kick is away from your upright • No Touchback signal if No Good from outside 20 • Illegal blocks, clips, BBW • Clean up • Dead ball awareness
