They also aim to develop Partnership networking across the EY Sector and so are open to all EY Sector and colleagues to attend. Working together to make a difference...

Early Years Improvement Team • EYIT working across Northamptonshire supporting EY Providers • Key work is supporting RI and Inadequate EY providers and working to support all settings in providing the best Education and Childcare for all children in EYFS • The visit you will be offered this term is to support you in completing the first section of the Safeguarding and Welfare Requirement Audit (3.4 -3.26). • Some settings may have been allocated a new Setting Improvement Contact.

Children’s Centre Services • Whilst your local building may have closed, there are still Children’s Centre services being delivered in every area - in libraries, in outreach venues and in families’ homes. • Offer includes universal services in libraries plus parenting courses, family learning groups and one to one support for families in need of targeted support. • If you identify a family in need of support please contact your local Children’s Centre service provider (details via Early Years pages on website).

In April 2014 Northamptonshire County Council took the decision to deliver Children’s Centre Services within the county in a new way... • Northamptonshire Libraries and Information Service were commissioned to deliver Universal Children’s Centre Services to families within the 36 libraries across the county • Action for Children, Spurgeon’s and Children’s Centres in Corby have been commissioned to deliver Targeted Children’s Centre Services to families across the county. 17. What activities are on offer for children under 5? Bounce and Rhyme (babies and non-walkers) Rhymetime (for all children under 5) An activity session to introduce rhymes and songs to children to encourage interaction and communication Play and Learn for children under 1 A session for babies under 1 to explore and play, and for parents and carers to socialise with others, and find out about services on offer within Children’s Centres Services Play and Learn for children under 5 A session for parents and carers with children under 5. An opportunity for young children to play with a variety of resources, socialise with others and share experiences to support their learning and development. LibraryPlus deliver Children’s Centre Services in collaboration with our partners: Children’s Centres – run by Action for Children, Spurgeon’s and Corby • We work closely with these organisations to ensure families can access the service they need, when they need it. Libraries will support families to gain access to services delivered within the Children’s Centres. • Health Visitors and Midwives – • will promote Children’s Centre Services to families and offer support and guidance around what services are available and how to register for Children’s Centre Services. • Registrars – are co-located within library buildings (currently in Oundle, Corby, Towcester and Northampton Central with plans for Kettering, Wellingborough and Daventry in due course) • Registrars will promote Children’s Centre Services and provide information about how to register for Children’s Centre Services and Library Services. • By sharing contact details with us we are able to identify and contact families with new babies to provide them with information about Children’s Centre Services, what’s available and how to register. Bookstart is co-ordinated and administrated by Northamptonshire Libraries and Information Service in partnership with health professionals and early years practitioners in settings and Children’s Centres. • Bookstart gifts free books to all children to help families read together every day and inspire children with a rewarding love of books. • Children who have had an early introduction to books and are read to every day, benefit educationally, culturally, socially and emotionally. • All children receive a free Bookstart pack through universal services in their first year, usually from their health visitor. • At the age of 3-4 years all children receive a Treasure Pack. The Treasure Pack is gifted through the early years provision the child attends. • Libraries can also provide universal packs for children who have not received their packs from their health visitor or a childcare setting. Bookstart also have resources for children with special educational needs and for those children who have English as an additional language. • Bookstart provides additional activities to support families and professionals working across Children’s Centre Services: • The Rhyme Challenge is available for settings to purchase and is a fantastic resource to support children and their families learning rhymes together at early years settings. • The Bookstart Bear Club is available for children aged 0-5 years and is used to encourage children to join the library and develop their reading skills. • There are Bookstart events organised for families every year, particularly throughout National Bookstart Week, which is an annual event of sharing rhymes, stories and songs around the country. 26. NSCB Training Challenge • Set aside just 2 hours every month during 2016/17 to take one of the many online learning courses on offer. By the end of the year, those taking part in the Challenge will have completed 12 courses. • Training is free to anyone working as part of the children's workforce in Northamptonshire.  • You can complete online at any time that suits you within a four week period. • Register online with the e-Academy (the NSCB's online training partner), select the course you want to complete and follow the simple instructions. If you have already completed the suggested courses select an alternative! • Upon completion of each course you will receive a certificate • Log in and begin your Training Challenge on the Safeguarding E-Academy website

27. Childcare Sufficiency Assessment 2016 • Due to be published October on the NCC website – awaiting final tweaks and then sign off • Will consist of a County overview and 10 appendices – local sufficiency overviews for each borough/district (4 for Northampton) using data based on the original 50 children’s centre reach areas • Includes population forecasts by locality and estimates of numbers likely to be eligible for the 1140 hours p.a. offer in 2017 and 2018 • Has taken account of the major housing developments around the County – over 58,000 new homes • Action over the next year will be encouraging new provision in areas with underlying capacity concerns – Northampton Central, Northampton East, Brackley, Daventry West

30. Extended 30 hours Free Entitlement (EFE) – Parents/carers checking eligibility • Parents/carers will check their eligibility directly on the HMRC website • If eligible an 11 digit DERN number will be provided to eligible parents/carers. If not eligible the check will come up ‘Not Found’ • The check will display when this eligibility will expire as well as any ‘grace period’s’ in place. • The amount of time awarded to a ‘grace period’ is yet to be decided by the DfE and HMRC • Parents/carers will take this 11 digit DERN number to their chosen childcare provider in order to claim the additional Free Entitlement.

31. Extended 30 hours Free Entitlement (EFE) – Childcare providers • A childcare provider will need to validate the 11 digit DERN number provided by the parent/carer before confirming the place • There will be a new Provider Portal created for childcare providers to validate the 11 digit DERN number. • The new Provider Portal will only hold information on eligible children • The Provider Portal will display information regarding validity, ie when the eligibility expires and any awarded ‘grace period’ • Once the 11 digit DERN number has been validated, a place can be offered. • The DERN number and expiry of eligibility date will need to be logged on the Parental Contract

32. Extended 30 hours Free Entitlement (EFE) – Timescales • The Early Years admin team are currently testing the information links ready to create a Provider Portal • The new Provider Portal will link in with our new system and the new Online Funding Form • A Provider Portal will need to have been created and tested before end of January 2017 • The Extended 30 hours Free Entitlement will be a phased approach which will start for some authorities before March 2017. Northamptonshire start date is yet to be confirmed
