Technology and Curriculum • Student achievement is the grand focus • Technology is a tool to: • support the adopted curriculum • help students achieve academic content standards with current, relevant, and engaging skills and resources • improve teaching and learning of adopted curriculum • improve home and school communications
Four Program Goals of EETT-C • Increase students’ technology literacy and academic achievement of content standards • Increase teachers’ technology literacy and curriculum integration • Expand access to technology and provide technical support • Enhance communications and collaboration

Step 2: Review RFA • Goal - CDE defined vision (not measured) • Objective - CDE defined measure • Benchmark - Baseline data plus growth target • Growth Target - amount of projected improvement • May not be modified after approval of funding • Set challenging, yet realistic, growth targets for objectives • Follow-up grant eligibility is contingent upon meeting 70% of growth targets for each objective
Step 2: Review RFA • Four required performance goals • Goals 1, 2, 3 • Enter projected growth target for each objective and benchmark data • Programs focusing on the same target students or teachers for years 1 and 2 have two years to meet growth target • Programs focusing on different target students or teachers in years 1 and 2 must meet growth targets annually • Goal 4 • Enter measurable objective and benchmark data along with projected growth target

Step 5: Gather Baseline Data • Use consistent data instruments to establish baseline percentages, growth targets, and define end of year percentages • Establish consistent data instruments, items, and calculation methods for each objective • Data for objectives measured by multiple instruments must be collected and aggregated to determine baseline and growth

Step 8: Partnerships and Consortiums • Partnership applications are encouraged and receive a competitive advantage in application scoring • Must have a letter from each partner identified that briefly summarizes how the partnership is mutually beneficial and will support the grant program • Proven experience with technology literacy and curriculum integration • Evidence the partnership will have a positive impact on student academic achievement • Work, products, strategies, or services are aligned with or based upon relevant research
Form 8: EETT-C Partnerships and Consortiums • Student-Centered Partnerships • helps with student incentives, student hardware, and other services and products for students • Family-Centered Partnerships • supports parent workshops, parent incentives, and other forms of assistance • District-School Centered Partnerships • helps with equipment , professional development facilitation, and classroom assistance • Community-Centered Partnerships • helps with community service learning and other outreach
Step 9: Calculate Budget • Two (fiscal) year grant program • July 2009-June 2011 • Awards based on $300 per 4th-8th grade student at applicant schools • (2007 CBEDS) • Potential follow-up grant of $45 per student • Dependent upon availability of Federal funding and the fulfillment of grant conditions and assurances
Step 9: Calculate Budget • Determine maximum two year program budget, based on $300 multiplied by the 2007 Grades 4-8 CBEDS at all schools listed on Form 6 • Do not exceed 60% of the regional allocation • Specify how much of the budget will be spent in Year 1 and Year 2 • >10% change in spending in any object code requires a LEA to submit a Budget Modification to the CDE for approval • Describe how the funds will be allocated within each object code, include leveraged funding amounts (if applicable)
Step 10: Prioritize Target Schools • List schools in rank order for funding • Use the Grades 4-8 2007 CBEDS to determine grant funding • If partially funded, the CDE will fund schools in the order listed by the LEA
Step 11:Review Technology Needs • Hardware • Electronic Learning Resources • All Electronic Learning Resources purchased with EETT Competitive funds must be either: • California Learning Resource Network reviewed and meet state standards • www.clrn.org • Curriculum-based electronic learning resources that are part of a State Board of Education approved K-8 program • Network • Infrastructure • Technical Support

EETT-C Application Scoring • In order to be eligible for a grant award, applications must score at least 50 points • Scored applications will be grouped by rubric scores into Decile Bands: • 90-100 points • 80-89 points • 70-79 points • 60-69 points • 50-59 points • Small school districts move to the top of their decile band • Applicants that receive <$6000 in EETT-F rank below small schools in their decile band

EETT-C Program for Students Narrative • Describe the technology literacy and academic learning needs of target students • Describe how the LEA’s research-based Program for Students, including relevant research citations, and State Board of Education approved publisher or CLRN-reviewed electronic learning resources will meet the students’ identified learning needs • LEA partners with an organization to develop a comprehensive program suited to the specific learning needs of targeted students
EETT-C Program for Teachers Narrative • Describe the technology literacy and curriculum integration learning needs of the target teachers • Describe how the LEA’s research-based Program for Teachers, including relevant research citations, will meet the target teachers’ identified needs • LEA partners with an organization to develop a comprehensive Ed Tech integration program
EETT-C Expanded Access Narrative • Identify the current student-to-computer ratio used by the target students and teachers • Identify the new electronic learning resources, infrastructure, hardware, and peripherals to be acquired and describe how the new resources will support the grant program • Describe how technology resources, existing and new, will be used to support data-driven decision making • Describe how adequate technical support will be provided to support the grant program
EETT-C Communication and Collaboration Narrative • Describe how technology will be used to establish or improve communication and collaboration among home, school, and community • Describe how students’ learning needs will be supported through the use of technology for communication and collaboration • Describe how partnerships will help to improve communication and collaboration among home, school, and community
EETT-C Communication and Collaboration Narrative • Possible areas to establish or improve communication and collaboration: • Email accounts, expanded web access • Develop communication channels • Using multimedia for communication • Sponsoring parent/community events that promote involvement in student learning and technology
EETT-C Projected Budget and Narrative • Minimum of 25% of the grant award must be allocated for professional development that is relevant to the program • Examples of appropriate professional development expenditures: • Teacher stipends, substitute teachers for attending professional development outside of contract hours • Salaries, benefits, stipends, contracts for professional development trainers, facilitators, and mentors • Professional development workshops and conferences specified in the grant application • Materials and supplies necessary to carry out professional development, consistent with established LEA policies
EETT-C Evaluation and Program Management Narrative • Describe the LEA’s evaluation plan, including Who, What, When, Why, and How the LEA will collect, analyze, evaluate, and report on every required and optional objective • Reference SETDA’s Common Data Elements • Describe the LEA’s program management group by job, title, roles, and responsibilities, including how often will the group meet and how will ongoing communications take place? • Describe the continuous data-driven improvement process for monitoring the impact the grant program is having on all goals
EETT-C Evaluation Reports Narrative • Collected program data is used in Semi-Annual and Annual Performance Reports to the CDE • Reports evaluate progress in meeting annual benchmarks and program impact and share outcomes with stakeholders • Report templates will be posted to the CDE website and are expected to be similar to the Round 7 Performance Reports
EETT-C Follow-Up Narrative • Describe how the Follow-Up grant ($45/student) will be used to help sustain or expand the grant program • Describe other funding sources or partnerships that may contribute to the sustainability or expansion of the grant program

EETT-C Multiple Measures for Student Technology Literacy Data • LEAs can choose the data instruments used for Student Survey and Classroom Observations: • EdTech Profile’s Student Survey and classroom observation instrument • Existing free or fee-based student technology literacy survey and classroom observation instrument • LEA-developed specific classroom observation tool for EETT-C Program • Add other data instruments as desired
EETT-C Multiple Measures for Student Achievement Data • LEAs can collect Target Student data from: • LEA-developed or purchased benchmark assessment for targeted subject area(s) and grade levels • Standards-aligned, state-approved, text book benchmark assessment for targeted subject area(s) and grade levels
EETT-C Multiple Measures for Teacher Data • Teachers’ EdTech Profile Technology Assessment Profile • Classroom Observations • Add other data instruments as desired
EETT-C Expanded Access Data • LEA-determined data instrument(s) to track target classrooms’ student to computer ratios • Complete the California School Technology Survey annually for school-wide ratios
EETT-C Strategies and Timeline • List specific actions or strategies that will be implemented to achieve each of the performance goals, objectives and benchmarks specified in Form 3 and the Project Narrative • Include the beginning and ending dates and list the title of the person responsible for implementation
EETT-C Partnerships and Consortiums • Consortium is a group of school districts and/or direct-funded charter schools • Minimum of one eligible school district or direct-funded charter must apply and be the designated LEA • Only students in grades 4-8 at eligible districts and direct-funded charters within a consortium are funded
EETT-C Application Requirements • Include all application components • 12 -point font recommended for readability • Pages must be numbered with headings and subheadings for each of the six sections that match the Scoring Criteria (25 pages) • Pages must include line numbers (36 lines) • Print, portrait, single-sided 8 1/2 x 11 paper with 1” margins • Signatures on all required forms, assurances, and certifications
EETT-C Application Details • All applications are required to submit: • One original signed (blue ink), unbound printed copy • Three stapled printed copies (flat, no binders) • One digital copy of the complete application on CD with LEA name on it • Applications are due: • June 30, 2009 by 5 pm • Mail (5 days before application deadline) • Courier (2 days before application deadline) • Deliver to CDE
