Tamilnadu: Innovative technologies • Promotion of SRI : 9 lac ha • Gypsum and Zn S04 in groundnut • Promotion of precision farming • Intensification of red gram cultivation • 20 model organic farms established • 15 biofertilizer production units established • Banana bunch of 65 kg • Rejuvenation of orchards • No issue in seed and fertilizer availability • The state got several awards for good work

Kerala • Mostly perennial horticulture crops • 14000 ha additional area through fallow land cultivation with RKVY funds • Successful implementation of Nattukootan and Mahanattukootan agriculture extension programmes • No problem of seed and fertilizers

Andhra Pradesh • Inspite of three calamities of floods, good production achieved • 19643 village being developed as seed villages • Intensive farmers training for SRI • Loan eligibility cards to tenant farmers • Promotion of paddy transplanter • 36 seed licences suspended / cancelled • No seed problem; last year fertilizer supply was delayed

Karnataka • Bhoo-Chetna Programme to restore soil fertility/ micronutrients being further extended • Promotion of mechanised paddy transplanting • Drip irrigation for transplanted red gram • Promotion of organic farming and integrated farming systems • Early monsoon / pre-monsoon : Early supply of fertilizer requested • Shift of oilseeds area to cereals • No problem of seed; fertilizer as per allocation not supplied last year • 4 lac tonne fertilizer already buffer stocked

Maharashtra • Highest coverage under cotton, wheat, Tur, gram and maize • 60000 farm ponds constructed • 3 lac t storage capacity for onions created • Projectised approach in all schemes / projects: SWOT Analysis; however AP and Gujarat should decide Bt cotton seed price on priority • Large demand for micro-irrigation, state may be considered ad special case for this innovation • Monthly fertilizer allocation never maches supply • FFS may be allowed in all districts • Hybrid rice varieties for Vidharba • Training for facilitators should also be included • Farmers innovative technologies should also be considered for promotion

Gujarat • Krushi Mahotsav to start from May 6, 1011 • Fertilizer always problem, may be streamlined this year • Jyotigram Scheme : 3 phase assured electricity supply to farmers for 8 house and one phase for 24 hours 7 days a week

Goa • Area and production not increasing; farmers interested in selling land because agriculture not profitable • Sprinklers are preferred over drip irrigation • Solar fencing common practice and is being promoted with 90% subsidy • Five harvesting combines on subsidy • No problem of seed and fertilizers

ISSUES WITH DAC T.N.: 1. Pending release of Rs.32.42 crore under RKVY for 2007-08 2. Under ISOPOM during 2007-08, excess expenditure of Rs.3.55 crores release awaited from GOI 3. International Seed Testing Association (ISTA) sunflower seed sample received from France & Germany kept freezed by Regional Plant Quarantine, Chennai. Intervention of GOI requested. 4. More funds under National Mission on Medicinal Plants Kerala: 1 .pending release of 1.65 crores under NFSM due to committed claims for 2009-2010 and 2010-2011. 2 .More funds required under MMA for 2011-2012 A.P.: Better logistic support from Railways by allocating rake. Karnataka: Maharashtra:1. The varities released or notified before 10 years should be considered for the subsidy, to meet out the shortage. 2. Fertiliser allocation for Kharif 2011 should be given as per the monthly plan. 3. Fertiliser Companies are linking other products with fertiliser which are not asked for by the farmer at the time of sale of fertiliser 4. seven operational rake points shoulsd be started
Specific Issues Raised by States • Ensure timely supply of Fertilizer as per plan approved by GOI(AP, Mah., T N and Karnataka). • Release of Rs` 6.0 crore under NFSM sought by Gujrat • Enhance the area of 0.4 ha under seed village scheme to 2 ha under subsidy programme ( AP and Gujrat) • FFS and PMT under NFSM in all District ( Mah) • Arrange Facilitator Training under NFSM ( Mah) • Prosion for covering 10 % of the area under organic farming/ Farmers Technology • Arrange Early Price Fixation of Bt seed Mah) • Provision of Sugar Cane Planter and Harvester ( Mah)
