ATCALS Modernization Schedule There are three major systems being upgraded as part of the joint DoD/FAA National Airspace System (NAS) upgrade program • Standard Terminal Automation Replacement System (STARS) is replacing terminal automation systems • Digital Airport Surveillance Radar (DASR) ASR-11 is replacing existing analog radars • Electronic Terminal Voice Switch (ETVS) is replacing the OJ-314 voice switches and voice recorders in ATC facilities

ATCALS Modernization Schedule Aug 2000 FAA - Receive from FAA TRACON • Delivery schedule is based on new construction or MAJCOM priority • Priority order set by MAJCOM consensus in 1998 • Actual schedule is adjusted by AFFSA based on priority list and available funding • STARS and DASR are ordered to be installed during the same time period • Delivery dates are generally one year after funding for STARS and ETVS, 2 years for DASR

  36. Air Traffic Control Manning • Controller manning shortfalls have caused reduced hours at 30 facilities at 75 bases. Ten of these facilities are at pilot production bases. • Controller production during the draw down years was insufficient to sustain the experience level needed today. Civilian (FAA) controllers pay outpaces AF pay by 300% and the FAA intends to increase hiring by 275% in FY02 and beyond. • Compensation incentives are needed prior to FY02 to retain the experienced controller remaining. Acquisition of control tower simulators will decrease training time helping to grow quicker.

  39. Airfield Management Manning • Experienced manning losses in airfield management is a concern. These skills are critical to ensure flight safety at home and remote fields supporting the EAF. • Currently, 25 bases are operating with manning waivers/reduced operations. Our forecast indicates experienced manning shortages will drop to 60% of authorizations by FY04. • The low manning is caused by reduced production during the draw down years and a civilian pay scale which outpaces the AF pay scale by 67%. • Several on-going training initiatives will produce qualified people; however, special compensation is needed to retain the experience.
