MISSION ATCALS EVAL MISSION: Evaluate, Characterize, and Optimize ATCALS worldwide • Investigate Capabilities and Limitations • Determine/Configure for Optimum Performance • Solve Equipment Siting Problems • Provide DT&E/OT&E support Note: We are totally separate from the ATSEP program, we do not find fault with maintenance personnel or anyone else—we are there for the equipment.

Mission Activities • Identify ATCALS Capabilities and Limitations • Improve System Performance Based On: • Knowledge of equipment parameters • Environmental factors • Terrain (hills, trees, standing water) • Man-made factors (fences, roads, etc) • Line-of-sight screening (buildings, horizon) • Assist with Siting • Assist with Commissioning Flight Check • Planning • Scoring

  6. Mission Activities • Geodetic Surveys • Identify Terrain Features and Line-Of-Sight Limitations • Provide Accurate Antenna and Equipment Coordinates • Confirm Expected Coverage Area Problems • Assist TERPS With Obstacle Data If Requested, and Already On Site

Evaluations • Baseline • Review and Adjust All Critical Parameters • Document Equipment Condition, Performance, Coverage Capabilities and Limitations • Provide Reference Flight Check Data • Enhance System Performance For Operational Environment • 1 to 2 years After Commissioning; Updated 7-10 years

  8. Evaluations • Special: Specialized support • Terrain changes • Mission changes • New structures • New equipment • Equipment malfunction • Equipment upgrades

  9. Equipment • Communications: UHF/VHF radios, landlines, cables, antennas, and consoles (OJ-314/ETVS) • Radar: ASR, PAR, ATCRBS, DASR, and TPN-19 • NAVAIDS: MLS, ILS, VOR, NDB, TACAN, and VORTAC • If it is Air Force standard equipment, we can fix it. If not, we may still be able to fix it.

  10. Evaluation Scheduling • XAE Solicits MAJCOM Requirements/Priorities in May • MAJCOMs Send Requests in Jul • XAE Coordinates Requests with MAJCOMs/Units and Sets Schedule in Sep • XAE Coordinates FAA Flight Check Support • XAE Considers Special Requests from MAJCOM at Anytime

  11. Evaluation Priorities • Immediate Mission Impact • Facility off the air • Operational facility with restrictions • Mission Impact • Investigate generic problems • Baseline evaluations

  12. Funding • ATCALS Evaluations are Centrally Funded • Flight Safety/Mission Considerations Primary Criteria • Remember: We Operate at No Cost to Base!

  13. Sequence of Events Evaluation Report Generation Prior Coordination 60 Days 3-30 Days 30 Days Report Published Equipment Evaluation (current settings) Flight Check (if needed) Equipment Optimization (new settings) Scheduling message sent Out-brief OSS/CC and CS/CC In-brief OSS/CC and CS/CC

  14. Help Us Help You • Our Goal IS To Make Your Life Easier • Evaluations Cannot Happen Without Your Support • Equipment Downtime: • Not arbitrary • Negotiable as much as possible • Entire Evaluations are often rescheduled if necessary • Maximum notice allows us to be more flexible

  15. Flight Check • XAE coordinates with local agencies and FAA Flight Inspection Area Office (FIAO) • Unit Preparation • Permanent echo verification • Airway coverage • Additional coverage • ASR/PAR final approach course *New maps do not require a Flight Check*

  16. Out-brief • Occurs Prior To Team Departure • XAE and FAA Verify Flight Check Results • ATC and Maintenance Personnel Briefed on Initial Findings, Recommendations

  17. Evaluation Report • Data is compiled To include: • Limitations • Capabilities • Optimum performance levels • Reference flight check data • 90 Days after Eval, Final Report will be published

  18. Using the Report • On-The-Spot Fixes • Screening Angle and Coverage Assessment • Visual Display of System Coverage • Glide Slope Contour • Basis for Measuring Equipment Performance
