SAMHSA Cultural CompetencyPolicy Academy Summit • Purpose – to assist states develop public policies that will contribute to the elimination of mental health disparities or to refine its strategy to address a disparity issue. • New Mexico was one of six states selected to participate at this policy summit in Louisiana (MD,NY, FL, WA, MA)

New Mexico Behavioral Health Collaborative Eliminating Disparities Draft Plan 1. Establish Office of Cultural Competency. 2. Conduct cultural competency assessment at the provider, agency and system level. 3. Partner with CBHTR to establish a training program increasing cultural competency. 4. Increase recruitment and retention of culturally competent behavioral health providers in NM. 5. Conduct culturally competent outreach to underserved populations. 6. Work with licensing boards to implement standards regarding cultural competency into licensing requirements, certifications & testing.
CCPA Policy Priority Areas Selected • Priority 1 - BH Workforce Development Revision Highlights: • Align with SB 600 Cultural Competency Task Force Four core competency areas; [sociocultural factors; health disparities; intercultural communication & historical trauma] • Expand SB600 curriculum to additional health related disciplines [currently nurses, social workers, medicine and occupational therapy]; • Training curriculum is reviewed and approved by Multicultural Services Council. Academy Recommendations: • Establish a guiding principle to respect and involve community members in developing the training and to have local trainers including peer and family specialists. • Define diverse populations broadly to include, but not limited to spirituality, sexual orientation, generational, national origin, age (youth and elders), and disability. • Explore flexible spending and reimbursement methods across the behavioral health system to support culturally competent services. • Training curriculum should be tailored and customized to specific cultures and regions.
CCPA Top Three Policy Priority Areas Selected • Priority 2 - Recruitment and Retention Revision Highlights: • Create loan forgiveness programs for working in traditionally underserved communities • Provide integrated behavioral health training for community health workers/ promotoras • Recruit behavioral health workers from retired persons, non-practicing, non-licensed, inactive practitioners, non-network practitioners pools Academy Recommendations: • Coordinate recruitment and retention efforts with the Department of Workforce Solutions, Higher Education Department and other key stakeholders and where appropriate • Compile, analyze and report data on the behavioral health workforce shortage in NM • Identify goal of the increasing the number of behavioral health workforce in NM • Establish career ladder that moves paraprofessionals up the behavioral health pipeline
CCPA Policy Priority Areas Selected • Priority 3 - Licensing Boards Revision Highlights: • Coordinate with licensing boards aligning SB 600 Cultural Competency Task Force Four core competency areas with cultural competency CEUs [sociocultural factors; health disparities; intercultural communication & historical trauma] with cultural competency CEUs requirements • Evaluate composition of behavioral health related licensing board membership to determine representative of appointments to reflect NM’s diverse communities • Establish policies to allow for supervision to be provided by tele-behavioral health Academy Recommendations • Educate and inform licensing boards of the Collaborative’s Eliminate Disparities Plan
Cultural Competency Policy Academy Next Steps • Submit CCPA Action Plan to SAMHSA on policy priority - June 30, 2009 • Submit the “Eliminating Disparities Statewide Plan” to the Collaborative to approval –August 2009 • Coordinate with OHNM, HED, DWS and other stakeholder groups on imple- mentation of objectives – Summer 09
