ELP Assessment Update – ELPA21 OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION
ELPA21 Administrative Updates • 2016-2017 Test Window Opens – February 1, 2017 • Testing is to conclude no later than March 30, 2017 • The ELPA21 tile (and all sub-tiles) have either been updated or are annotated with language stating continued use for the 2016-2017 administration. • OSPI and AIR are working to have portal structure consistent across assessments for ease of finding information. • An updated Test Administration Manual (TAM) was posted on the portal January 13. • The training webinar from January 12 is being edited for WA-specific information and will be posted as soon as completed. ELPA21 – 2016 Score Reports & Parent Letters • 2016 ELPA21 student reports have been delivered to districts. • Templates of parent letters – in English and nine other languages are posted to the Migrant Bilingual page of the OSPI website at the following link: • http://www.k12.wa.us/MigrantBilingual/ELPA21Assessment.aspx • Information on how to account for students whose TBIP determination changed as a result of final scores was released through GovDelivery • Questions on P223 documentation can be directed to Becky McLean (becky.mclean@k12.wa.us or 360.725.6306) • Support in communicating with parents about a program status change are still in process with OSPI’s translation vendor. ELPA21 – Data Management • Districts may uncover students requiring to be tested are not currently identified for participation. • OSPI views CEDARS as the lone source for identifying students for applicable assessments. • OSPI strongly encourages districts to review, and revise as necessary, CEDARS information as the first effort in fixing student testing status. • If this approach will not address an immediate need to assess a student, under the student’s “Explicit Test Eligibility” view in TIDE, district administrators (or others delegated with like authority) should be able to select the appropriate assessment for the student. ELPA21 – Data Management • ELPA21 and OSPI will be supporting domain exemptions for students with documented disabilities precluding testing in a domain as designed. • OSPI is pulling together guidance to support districts in identifying and flagging domain exemption decisions. • The agency understands the urgency to have this information and will work quickly to get the guidance released. More to follow! • OSPI will also need to design the protocols for reporting results for students with domain exemptions consistent with requirements (i.e., accounting for students) and expectations (e.g., what educators want to know of student’s skills and abilities). ELP Assessment Staffing • OSPI’s ELPA Coordinator, Kim Hayes, resigned effective December 30; the agency is actively looking at possible candidates for permanent appointment. • In the meantime, various OSPI offices are assisting in supporting the field. • Direct any inquiries to the contacts listed on the previous slide in dealing with student data or test administration practices and protocols. • All other inquiries can be sent to ELPA21@k12.wa.us or 360.725.6338 OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION
ELPA21 Results and P-223 Reporting • Rules for claiming a student as Transitional Bilingual Instructional Program (TBIP) and Exited TBIP on the monthly P223: • • TBIP: Students who have been identified as eligible for TBIP services based on a placement test and who have received TBIP services on or before the monthly count day are reported as TBIP. • • Exited TBIP: Students who received a Level 4 on the Spring 2015 WELPA test or a Proficient score on the Spring 2016 ELPA21 test are counted each month they are enrolled for 2016-17 as Exited TBIP. • Eligibility is based on the student’s score on the annual spring test, not when the district receives these scores.
