CO/NXX SubcommitteePermanentp-ANI Guidelines • INC received the NANC Recommendation for Permanent pANI Administration and opened Issue 534 for development of permanent pANI Administration Guidelines • INC CO/NXX Subcommittee and ESIF-H Subcommittee (which includes NENA) have met on a continuing basis and have developed a draft of the Guidelines • INC believes it is on schedule to meet the goal of completing the Guidelines by March 9, 2007 • INC and ESIF will request a meeting with the p-ANI IMG or contact the NANC if policy questions arise INC Report to the NANC 02/13/2007

CO/NXX SubcommitteeIssue 322: Removal of Switch from Part 1 • INC closed this Issue in 2002 to remove switch CLLI information from the NXX Code forms because: • The switching information is not needed since the purpose of the forms is to provide NANPA with information required to make assignments of NXX codes • The Months-to-Exhaust and Utilization level criteria for an NXX code assignment are rate center based • SPs may port numbers between switches within a rate center to balance resources, thus the switching information may be moot • Requiring switching information on the forms causes the industry to maintain synchronous data in more than one database that leads to inefficiencies, database discrepancies, and added costs for all involved INC Report to the NANC 02/13/2007

CO/NXX SubcommitteeIssue 322: Removal of Switch from Part 1 (cont) • Of added significance, there are also national security concerns with switching information being on public websites, as identified in FCC NRIC VI Best Practices and NIIF NRRIC Issue 0237 regarding the NANPA website • The FCC rejected the associated NANPA Change Order as some state PUCs want the information from NANPA (including the NANPA website) • ATIS INC and NRRIC made a follow-up ex parte presentation to FCC staff in June 2005 (see presentation at http://www.atis.org/legal/committee.asp) • Following FCC staff advice, INC discussed with some state PUC staff the information available from other sources, with some at no cost. • While a significant number of state PUCs agreed with the removal of the switching information from the forms, a few still have not and INC does not understand why • Telcordia has offered a LERG Online demonstration to the NARUC State Coordinating Group and INC hopes this will resolve the state PUC concerns with the implementation of Issue 322 INC Report to the NANC 02/13/2007

LNPA SubcommitteeIssue 506: Update the TBPAG Appendix 2 per LNPA WG Request Regarding Unusable Blocks • Upon the request of the NANC LNPA WG, INC made changes to Thousands-Block Pooling Administration Guidelines (TBPAG) and Appendix 2 Thousands-Block Donation Form • The change was requested due to carriers donating contaminated blocks prior to completing IntraService Provider Ports (ISPs) on unavailable numbers • The changes require additional details be provided regarding contaminated block donations and direct the PA to reject donations of such blocks if the completion of ISPs is not confirmed • The new form requires the SP to certify the information provided is accurate • This issue has generated PA Change Order #51 and the proposed changes will not go into effect until after the PA Change Order is approved by the FCC INC Report to the NANC 02/13/2007

LNPA SubcommitteeIssue 407: Treatment of Dedicated Codes for Single Customers in a Pooling Environment • In response to a NANC Action Item, INC revisited Issue 407 • This issue allows a Service Provider to request a code for a dedicated customer directly from NANPA in a pooling area significantly increasing the efficiency of obtaining resources for large enterprise customers • In the past three years, an annual average of 135 dedicated code requests have been processed in pooling areas • Combined with the required safety valve process, any additional delay jeopardizes the retention of the customer • The type of customer able to utilize a full NXX generates significant revenues • This change would allow for dedicated codes to be assigned to large enterprise customers up to 14 calendar days sooner • The adoption of this change would positively impact the large enterprise customer while not negatively impacting the porting process or number resource optimization INC Report to the NANC 02/13/2007

LNPA SubcommitteeIssue 515: Contamination Level of Abandoned Thousands-BlocksIssue 535: Block Contamination Information for Block Returns • Upon review of these two issues, INC determined that the PA needs NPAC ad hoc reports to prevent placing blocks with more than 10% contamination into the pool • A letter was submitted to the NAPM LLC to seek approval of the PA receiving NPAC ad hoc reports INC Report to the NANC 02/13/2007

INC VoIP SubcommitteeIssue 510: Internet-Based Relay Servicesand Interoperability • Contributions for an INC VRS Report were reviewed at the December 2006 and January 2007 INC meetings • A report is in development for the NANC • INC will determine whether other forums and committees should be approached to contribute to the report’s sections as needed INC Report to the NANC 02/13/2007 Source: INC VoIP Subcommittee, November 17, 2006
