National GEF Priorities and Project IdeasJAMAICAClimate Change (Group allocation) • The main IA for climate change projects - UNDP • The priority project - • Developing energy efficient, low-carbon building materials, construction technique and housing solutions for Jamaica and other developing countries • Strategic objective 1 - Promoting energy efficiency in buildings. Indicative cost – US$2.5 M
National GEF Priorities and Project IdeasJAMAICA • Status – project concept developed • Similarity to proposals for building energy efficiency transformation – regional programmatic framework
Project Outcomes • Global Environmental Benefits • Reduction of Greenhouse Gas emissions • Development and Adaptation of key Energy Efficiency and Renewable Energy Technology for building systems and construction material in developing countries. • Making a low-Carbon building prototypes and disseminating to the Caribbean and other developing region.
PROJECT OUTCOMES • National Sustainable Development Benefits: • Reduction of energy consumption and oil import. • Subcomponents include Energy efficiency in building design and materials,, Photovoltaic technologies, solar-powered bio-digester etc. and dissemination in Jamaica. • The project will include collaboration with UNIDO, information and technology transfer, and educational marketing to disseminate solution.
PROJECT OUTCOMES • National Sustainable Development Benefits: • Development, adaptation and dissemination of the building systems, construction materials and energy supply technologies to support a more energy-efficient and less resource intensive mode of life in Jamaica. • Development of affordable, energy-efficient construction solutions to make more self-sufficient houses in Jamaica.
National GEF Priorities and Project IdeasOther climate change proposals • Reduction of Barriers to Energy efficiency: incentives for energy efficiency, low-GHG & renewables equipment and removal of policy barriers. Indicative amount – US$1 M • Support to the SGP for climate change • Wind energy feasibility study
National GEF Priorities and Project IdeasAdaptation to climate change - SCCF • Adapting to sea-level rise along the southeastern coastline of Jamaica • Identify the appropriate coastal adaptation technology or technologies available that will minimize the impacts • identify the source or sources of this technology; • purchase the technology or methodology to implement the technology from the source • train local persons in the applicability of the technology
National GEF Priorities and Project IdeasBiodiversity (country allocation) • Main project - • Strengthening the operational and financial sustainability of the national Protected Area System • Indicative costs for GEF from RAF - US$3,047,643 • Co-financing – Cash - US$ 1,470,500 • In Kind -US$3,750,000 • IA – UNDP • Current status – PIF being finalized
National GEF Priorities and Project IdeasBiodiversity (country allocation) • Major Outcomes - • Strengthening of planning and revenue generation - establishment of PA Trust Fund • Rationalizing and integrating the National System of Protected Areas • Zoning guidelines for PAs • Model regulations governing resource use in different PA zones • Increasing PA management effectiveness of protected areas
National GEF Priorities and Project IdeasOther Biodiversity Projects • Mitigating the Threats of Invasive Alien Species in the Insular Caribbean • PPG to be implemented • IA – UNEP; EA – CABI • RAF allocation – US$880,000 • Implementation of national biosafety frameworks in Caribbean sub-regional countries in the context of a regional project • PIF prepared • IA – UNEP • RAF allocation – US$650,000
National GEF Priorities and Project IdeasBiodiversity (country allocation) • Other Biodiversity Projects • Small Grants Programme • RAF allocation – US$510,000 (10% of allocation) • Focus • protected areas management and conservation in locations delineated as biodiversity hotspots. • sustainable management of marine ecosystems, as well as participation in biodiversity initiatives in large adjacent marine ecosystems such as the wider Caribbean Region (WCR).
National GEF Priorities and Project IdeasOther Biodiversity Projects • NCSA follow-on project • Incorporating Natural Resource Evaluation Tools Into Environmental Impact Assessment Procedures (UNDP) (includes Cockpit Country economic valuation) Status – was in pipeline
National GEF Priorities and Project IdeasPOPs • Jamaica supports the proposals sent for consideration • Under Jamaica’s National Implementation Plan for POPs, PCBs have been highlighted as one of the key groups of POPs for attention. Jamaica has set a 2020 deadline for the elimination of the use and importation of PCBs.
National GEF Priorities and Project IdeasPOPs • Other aspects for consideration • building/ a centre for cleaning PCBs contaminated oil as long as it is in the range of 50 -200 ppm. • building air sampling capability to measure dioxin and furan derivatives. • setting up an educational forum for the extension officers in the agricultural sector to educate them regarding long term effects of pesticides in the POPs family
National GEF Priorities and Project IdeasCapacity Building/Climate Change Adaptation • ESM in industry – energy – water – waste (Tourism Enhancement Fund possible co-financing source) • World Tourism Organization proposal - • At selected pilot sites: Implementing on-the ground adaptation measures for demonstration and replication in different areas of resource management (water, waste, coastal erosion, corals, mangroves, integrated coastal zone management), as well as in social issues related to tourism-dependent local communities (e.g. cooperation with resorts and tourism businesses on adaptation, health issues, community awareness and participation), implementing policy measures and regulations, etc.
International Waters • CLME project • Ballast water project
Sustainable Land Management • The project aims to minimize and prevent land degradation by mainstreaming SLM through strengthening the institutional framework, developing a coherent policy and legal framework, mainstreaming SLM into the country’s development planning and medium-term economic framework, and improving the technical capabilities and know how within government institutions as well as within key stakeholder groups.
