Recommendations • There should be a permanent body at Federal Level to coordinate activities pertaining to NFBE and Adult literacy. This body may be the NCHD but it should work in close collaboration with the MOE • Similarly there should be a permanent structure at the provincial level to coordinate activities for non-formal basic education (NFBE) and Adult Literacy Program • NGOs/CSOs working in the filed of NFBE and Adult Literacy Program should work in close collaboration with EDO Lit/Education in the districts. In other words EDO Lit/Education should have a complete knowledge and understanding regarding the centers and schools established in his/her District.
Recommendations • Body/Organization at the provincial level working in the filed of NFBE and Adult Literacy should deliver the following activities • Basic Literacy • Post Literacy • Income Generating Skills • NFBE (Out of School Children) • In order to coordinate activities of stakeholders, a forum for EFA/The Literacy Forum (established by PACADE) should be established at all levels. Membership for this forum should be extended to NGOs, Govt bodies and Deeni Madaris etc

Recommendations • Role of Political Leadership • Allocation of Adequate funding for all programs-Formal, Non-formal Education and Adult Literacy • Free and compulsory education should be declared as “ Fundamental Rights” • All political parities should include provision of facilities for Education in their manifesto • Public representatives should give top priorities to Literacy in their projects/Schemes
