Outcomes • Improves outcomes and reduces costs- benefit to all Oregonians • Investments upfront saves long-term- small investments leverage larger • Eastside Affordability- maintains working green forests • Creates equity in system- reduces General Fund exposure, however increases likelihood of annual costs
