General • HSSC-5 hosted by the Maritime Safety Administration (MSA) of China • Location: Shanghai, China • Dates: 5 to 8 November 2013 • Participation: • 62 representatives • 25 Member States, Primar Regional ENC Coordinating Centre (RENC), IHB, and six international organizations accredited as observers. • Final minutes and related documents available from the HSSC page of the IHO website (www.iho.int > Committees & WG > HSSC), at section HSSC 5. • HSSC-6 will be hosted by the Hydrographic Office of Chile (SHOA) and held from 10 to 14 November 2014, in Valparaiso, Chile
Consideration of the outcome of IRCC-5 • HSSC was informed of the consideration by the IRCC of satellite derived bathymetry and crowd-sourcing developments and noted that this could have an impact on S-44 in the future
Issues referred to IRCC • ENC updates: • HSSC expressed concern that the differences between paper charts updates and ENC updates, as well as inconsistencies between ENCs from different producers, reflect badly on the IHO • HSSC requests the IRCC to encourage the resolution of these issues by Regional Hydrographic Commissions via the WEND WG • Performance Indicators: • HSSC requests that the WEND Working Group be tasked by the IRCC to assess how representative is the ENC usage indicator based on the number of ENCs distributed annually under license by Primar and IC-ENC (equivalent annual licenses), and to propose alternatives if appropriate.
Issues referred to IRCC • Stakeholders events: • IRCC is invited to consider the updated list of potential stakeholders’ events planned in 2014 that would justify the involvement of representatives from IHO Member States and/or from the IHB, taking into account the available resources (see Annex to IRCC6-10A)
Other issues of interest for IRCC • Promotion of MSDI development • See separate submission of the MSDIWG • Development of a product specification for navigational warnings based on S-100 (IHO S-124) • WWNWS-SC invited to liaise with TSMAD
Proposals • IRCC is invited to: • Note the report • Encourage the Regional Hydrographic Commissions to resolve inconsistencies between paper charts and ENCs and between ENCs from different producers via the WEND WG • Task the WEND WG to assess how representative is the ENC usage indicator based solely on the inputs from Primar and IC-ENC, and to propose alternatives if appropriate • Consider opportunities to interact with stakeholders in 2014 and encourage participation in the relevant events • Take any other actions as it considers appropriate
