3. Department of Education Goals • Students enter kindergarten prepared • Students reading by third grade • Kindergartners arrive in 4th grade on time • Adequate ELA performance by 8th grade • Exhibit required numeracy skills by 8th grade

5. Basic Secondary Enrollment • 169,321 diploma bound students (2009-10 school year) • Over 86% (145,793) of these students were enrolled in at least one Career and Technical Education Career Pathway.

6. Dual Enrollment • The simultaneous enrollment of a student at both a secondary and a postsecondary institution. • The student is enrolled in the postsecondary class and receives postsecondary and secondary credit on their transcripts.

Industry Based Certification • An IBC is tangible evidence that an individual has successfully demonstrated skill competencies in a specific set of work-related tasks, a single occupational area, or a cluster of related occupational areas as recognized by a specific industry. • Credentials are issued by an industry or industry group, verifying an individual has met the skill standards established by that industry or group, as minimal requirements to successfully enter the workforce and compete in that particular area.

Types of IBCs • Currently 52 IBCs approved by BESE for implementation in Louisiana public schools for the 2010-11 school year. • International/National( examples: ASE, MOS, IC3, NCCER, Pharmacy Technician) • State (examples: Certified Nursing Assistant, Certified Nursery and Landscape Professional, and Landscape Contractor)

10. IBCs Offered and Awarded • The number of IBCs offered through secondary CTE programs grew from 40 in 2007-08 to 51 in 2009-10. • Number of IBCs awarded to secondary students grew from 3,233 in 2007-08 to 6,128 in 2009-10. • This is an 89.5% growth over the three year span.

Work Based Learning • Work Based Learning (WBL) programs provide opportunities for CTE students to receive on-the-job training and related classroom instruction in all CTE program areas. • Work Based Learning includes, but is not limited to, cooperative education and internships. Students taking part in WBL opportunities receive high school credit while working at a job site related to their career pathway.

13. Work Based Learning Enrollment • Despite a decline in the overall economy, secondary students enrolled in WBL courses is increasing. • This is a 5% growth over the three year span.
