  2. Housing & Urban Dev.Deptt • 3 sets of ‘vulnerabilities’ for identifying Urban Poor • Residential • Occupational • Social.

Housing & Urban Dev.Deptt • Houseless : Those do not live in buildings or census houses but live in open road side, pavements, in hume pipes, under flyovers and staircases or open places of worship places / mandaps, railway platforms etc. • Quality of dwelling unit : (i) Persons live in Kutccha/temporary/houses with wall/roof made from temporary materials such as grass, bamboo, plastic, polythene, mud, un brunt bricks, wood etc.

Housing & Urban Dev.Deptt (ii) Persons living in Semi-pucca/ Semi-permanent houses, pucca houses less than two rooms (iii) Insecurity of Tenure : whether ownership based or rented accommodation, uncertain or illegal land tenure, (iv) Absence of basic civic Services : Lack of civic services such as electricity, water supply, sanitation, & sewerage as well as accessibility to kitchen. (v) Access to basic amenities of water and toilets within the premises.

  5. Housing & Urban Dev.Deptt (vi) Ownership of assets : Such as Refrigerator, land-line Telephone, computer/ laptop with internet, air-conditioner, washing machine, motorised vehicle, 2 wheeler 3 wheeler or 4 wheeler or motorised boat.

  6. Housing & Urban Dev.Deptt OCCUPATIONAL VULNERABILITY (i) Time Based : If a person is unemployed for a significant proportion of time or duration of his/her employment is uncertain or irregular.

Housing & Urban Dev.Deptt (ii) Nature of Occupation : Informal/Casual , low-end occupation with low and uncertain wage earnings such as domestic workers, washer man, caretakers, street vendors, cobbler, hawker, transport worker, drivers, conductors, helpers, cart puller, rickshaw puller, shop workers, delivery assistants, attendants, waiters etc.

Housing & Urban Dev.Deptt (iii) Semi bonded/bonded employment or undignified or oppressive condition labours such as beggars, rag pickers, sweepers, sanitation workers, construction workers, plumbers, masons, electricians, Mechanics, assemblers, Repair workers welders, security guards, coolies, head load workers etc. (iv) Stability/Nature/Period of Payment : Whether the payment of wages is daily, weekly or monthly . whether the periodicity of the payment is predictable or irregular.

Housing & Urban Dev.Deptt • (a) Gender Based vulnerabilities : This refers to female-headed households, lack of education of women-headed household, lack of access to viable, regular employment. • (b) Age Based Vulnerabilities : (i) Minor-headed household (MiHHs) : Households headed by children with no adult member present. (ii)Old age : Aged urban poor have considerably low quality of life with greater risk of injury or disease and incapability to generate income. (iii)Education Vulnerabilities : Lack of education. Where earn takes priority over need to educate, drawing etc.

Housing & Urban Dev.Deptt • (iv) Health Vulnerabilities : Disability [disability of sight, speech, hearing, movement and form of mental retardation], Chronic Illness [Cancer, HIV/AIDS, Leprosy etc.] • (v) Social stratification-based vulnerabilities : These include society-based and/or religion-based stratification with wider implications of inclusion or exclusion of access to civic services or social security, health and/or education such as Schedule Caste/Tribes, OBCs, Minorities etc.

Housing & Urban Dev.Deptt • Side A & B to capture above information for identification of the urban BPL • Caste / Religion enumeration have been added to the questionnaires. • After analyzing information captured during SECC canvassing the GOI will fix upper cap for finalization of number of urban poor

Housing & Urban Dev.Deptt • Database created during NPR to be shared with States for enumeration purpose. • Provide charge resister containing particulars of Enumeration Blocks, requirement of number of Enumerators & Supervisors per EB. • Layout map of the Administrative units [EB wise] to be provided to the State Govt. • At least two officials per district will be provided for supervision. • Providing abridged household list-EB wise. • All inputs for developing Training Manual in local language. • Training of National Trainers, Master Trainer Facilitators [State Level] & Master Trainers [District Level]

Housing & Urban Dev.Deptt • Technical & Financial Assistance on normative basis. • Consortium led by BEL will provide HHDs along with Data Entry Operators, pre-loaded HHDs with necessary hardware/software for canvassing urban Household & uploading of data to central server. • Training Manual • Nominate a Senior Officer as Nodal Officer to coordinate Census Operation with State Govt. • Publicity through electronics and print media.

  16. Housing & Urban Dev.Deptt • Notification of the intent by the State Government for conducting SECC-2011. • Notification of questions to be asked during the SECC-2011. • Both are to be published in Official Gazette.

Housing & Urban Dev.Deptt • Carving of enumeration blocks (100-125 HH). • Charge Register (list of towns & villages). • Layout Map (buildings & structures). • Abridged House lists (list of HH with names). • Appointment of Enumerators. • Appointment of Supervisors. • Training. • Field Supervision. • I-Card, Kit, Acknowledgement slip, Sticker.

Number of Enumerators Housing & Urban Dev.Deptt Total Number of Urban Local Body 103 [3 MC +37 M+63NAC] One Enumeration Block 100 to 150 Households (650-700 Population) Total number of EBs (Urban Area) 12,388 One Enumeration Team consists of: One Enumerator One Data Entry Operator One Enumeration Team to enumerate 4 EBs in 40-45 days. Total number of Enumeration Team required 3,439 (3107+Extra 10%)

TRAINING • District Level Training to be completed one month before the field work. • Batch size not to exceed 50. • Training of enumerators and supervisors to be completed within one month, just a week before the field work • Detailed training calendar for enumerators and supervisors to be compiled by PSO.

Initiatives for SECC-2011 in Urban Areas • SECC IN Urban Areas will be conducted simultaneously with Rural Areas. • Collectors; ADM-CUM-PD, DUDAs & Tahasildars are Principal SECC Officers [PSO], {except for three Municipal Corporations,} ADSOs & Charge Officers respectively for Urban Areas as well. • Commissioners of Municipal Corporations will be the Principal SECC-2011 Officer [PSO] for the Municipal Corporation areas. • Dy. Commissioners of the Municipal Corporations will be ADSOs. • All Executive Officers will be Additional Charge Officers.

Contd…… • Training of Master Trainer Facilitators & Master Trainers will be conducted in consultation with PR Deptt [ nodal Deptt. for SECC-2011 in State] at State level. • All Collectors have been requested to engage required Enumerators/ Supervisors / Master Trainers [MT] / Master Trainer Facilitators [MTF] under intimation to this Deptt. • ULBs instructed to identify employees to be engaged as Enumerators /Supervisors in ensuring SECC-2011 by 07.08.11 and report to PSO concerned. • Other stipulations as decided by PR Deptt. will be applicable for SECC in Urban Areas as well.

Principal SECC-2011 Officer(PSO) District Collector to be designated as Principal SECC-2011 Officer (PSO) / Municipal Commissioners in 3 Municipal Corporations • Role and Function • Identify Charge Officers and fix their areas of operation. • Conducts & supervises SECC-2011 within District. • Arranges Training programs. • Takes Action and prosecutes on behalf of State Government.

Additional District SECC-2011 Officer (ADSOs) Additional District Magistrate(ADM) –cum- PD DUDA to function as ADSO • Role and function • Identify Charge officer and other SECC officers. • Divides the district into demarcated SECC-2011 Divisions. • Updates List of Village/Towns and jurisdictional maps. • Assists DCO in compiling statistical data. • Ensure impart training to Charge officers and to Enumerators, Supervisors, Data Entry Operators. • Consolidates Summary of Enumerators Abstract.

  45. Charge Officers Tahsildars to be designated as Charge Officer: • Role and function : • Appoints Master Trainers, Enumerators and Supervisors under his jurisdiction. • Impart Training to Enumerators & Supervisors. • Prepares town registers and charge register as per Dist. Census Officer instructions. • Ensures work to be done as per time schedule. • Ensure full coverage, accuracy, timelines in SECC-2011. • Carry out other necessary works.

  46. Master Trainers Among the cadre of Senior Teachers/ Principals/ College Lecturers/ Municipal Engineer/Executive Officers etc. • Role and function : • Impart training to Enumerators & Supervisors with the Charge Officer. • Act for a group of 8 [eight] Supervisors.

  47. Highlights Of SECC-2011 • Master Trainer: • PSO to select suitable persons among Senior teachers/ Principals/ College Lecturers/Executive Officers/ Sr. Dist. Officer as Master Trainer in one to eight proportion of the Supervisors. • Supervisors: • Charge officer to select among Senior teachers/ Principals/ College Lecturers/ Municipal Engineers Community Organisers , Head Assistants Officers etc. as Supervisor. • Enumerator: • Any Government Official can be appointed as Enumerator, who is responsible for 125-150 household or 600 population.

Highlights Of SECC-2011 • Enumeration Blocks (EB): • 100-125 households with a population of 650-700 constitute an EB • Charge Register: • Register has details about the towns be carved out by EBs • Layout Map: • Layout maps containing buildings / structures present during census 2011 will be made available.

Highlights Of SECC-2011 • Appointment of Enumerators: • Enumerator working under the geographical boundaries of a Urban Local Body can be given work under same area. • Enumeration: • Total enumeration to be carried out in a 5 week period with 15-20 households a day. • Enumerator to be responsible for the accuracy of the information • Appointment of Supervisors: • 6 Enumerators (i.e. One Supervisory circle) will be supervised by a Supervisor.

  50. Immediate action of PSO/MC/EO Identification of Enumerators:- • Following Govt. officials may be engaged as enumerators • not more than two teachers including PET from each Govt. and Aided High Schools • all Group C employees of ULB • required number of non-teaching staff of Govt. / Aided Colleges • required number of Live stock Inspectors • Required Revenue /Collectorate / Statistical Staffs • employees of other offices of the District as required for the district.
