GEOCAB Portal: Earth Observation Capacity Building Resources

The GEOCAB Portal aims to provide information and resources to enhance knowledge in Earth Observation, supporting decision makers and professionals. It offers an inventory of capacity building materials and promotes collaboration to mobilize resources effectively. Users can discover, access, and contribute to a range of resources related to Earth observation. Join the community to explore opportunities and best practices in this field.

  1. GEOCAB portal 18 September 2014IDIB meeting, EnschedeGregory GiulianiUniversity of GenevaUNEP/GRID-GenevaJean-Christophe DesconnetsIRD

  2. GEOCAB main objectives • GEOCAB = GEO CApacityBuilding resource facility Portal • Provide information that helps decision makers, policy makers, EO professionals and scientists become more familiar with EO applications and opportunities • Make freely accessible through the resource facility

  3. GEOCAB rationale Several past and on-going projects throughout the GEO Work Plan have collected or are collecting information about Capacity Building resources (i.e. stakeholders' contacts, description of initiatives and activities, training material etc.) on different geographical areas and about different topics. The GEOCAB Portal aims to capture capacity development material and make them easily accessible.

  4. GEOCAB base concepts Defintion: By Capacity Building resource, we mean any element of interest that can help the development of knowledge (capacity building) in the field of Earth Observation. This element can be human, organizational, IT-related, methodological, technical. Examples: a service for downloading images, an institution or technical experts whom activities are focused on Earth Observation domains, software dedicated to process geospatial data, methodological guides or technical user guidelines, projects or initiatives in Earth observation domains or promotion of use of Earth Observation data

  5. GEOCAB base concepts The Portal will hence provide a capacity building resource inventory, sharing of best practices, strengthening and facilitating networking and collaboration concerning Earth observations capacity building resources, further providing possibilities for cooperation and coordination between existing resources facilities, and ultimately, achieving a better mobilization of resources.

  6. Contributions Based on open source tool MDweb (IRD, Geomatys) and joint efforts by GEO, CEOS WGCapD (Working Group on Capacity Building and Data Democracy) and the EU/FP7 GeoNetCab, EOPOWER, and IASON projects have started to identify capacity development opportunities and material on Earth observation outside the GEO community.

  8. Description of Capacity Building resources Through metadata using ISO19115 metadata model

  9. Main capabilities Edit metadata Manage metadata Discover CB Resources Access CB Resource provider End User Publish metadata Resource Facility Administrator Manage vocabulary

  12. Some results 470 registered resources (09.09.2014)! By SBAs [427] By Types [292] Biodiversity [246] Organization [149] Climate [252] Reference [12] Disaster [57] Document [26] Ecosystem [74] Service [110] Water [287] Product [224] Weather [205] Access program [9] Energy [247] Health [176] Agriculture [275]

  13. How to participate • Ask an account to the GEO secretariat (amlisa@geosec.org) or the administrator of the portal (Jean-Christophe.Desconnets@ird.fr) • Add a new resource using the user guideline Useful links: GEOCAB FAQ: http://eocab.alwaysdata.net/eocab/faq.php?lng=en GEOCAB User Guide & presentations: http://eocab.alwaysdata.net/eocab/download.php?lng=en&tconfig=0

  14. Incentives • Make your resources visible and useful to others. • Be aware of what other organizations are doing in terms of Capacity Building. • Coordination of existing initiatives and future planning.

  15. Connection with the GCI registered in the GCI as ISO CSW 2.0.2 end Point GEOSS ISO 19115 Profile

  16. (Current) Limitations • An inventory not enough comprehensive, limited visibility from others access services, including those of GEO-GEOSS • Important work to input the description of resources and maintain the metadata up to date • Many descriptions are already available in other discovery services or portal. Find an efficient way to interconnect these resources.

  17. Towards a CB System of Systems Achieve a better mobilization of CB resources and avoid replication efforts.

  18. Next steps • Present the GEOCAB portal at the plenary in Gabon • Implement the new (GEO) portal template and new functionalities • All PoC’s have been contacted to add their resources • Flyer & documentation under preparation • Role and agreement of a consortium to ensure the sustainability of geocab, • Extension of resource description scope (inventory of initiative, project, event, ...), • Implementation of pilot Cb Sos.
