What a disaster is A disaster is the tragedy of a natural or man-made hazard that negatively affects an industry, society or environment. Disaster is essentially a consequence of inappropriately managed risks. Disaster management is the science and art of dealing with and avoiding risks. It is a discipline that involves preparing for disaster before it occurs. In general, any Emergency management is the continuous process by which all individuals, groups, and departments manage hazards in an effort to avoid or mitigate the impact of resulting disasters. The process of emergency management involves four phases. • Mitigation, • Preparedness, • Response, and • Recovery
METHODOLOGY The participants were diverged, department-wise into core groups, viz; Ferro Alloys Division, Sponge Iron Division, Pellet Plant, Power Plant, Steel Division, Benificiation Plant Dhurwatola, Coal Mine, Coal Washery, Iron Ore Mine, Stores and Corporate Office. These groups then set about their steep journey spread over six months and went through systematically splitting every task, going into minute details of each and every activity, process, and work schedule. Each group, representing a department / plant /mine, had essentially carried out the following exercises: 1. Hazard Identification 2. Risk Analysis 3. Risk Rating 4. Vulnerability Analysis 5. Fault Tree Analysis 6. Emergency Communication 7. Action plan 8. Cost

RISK Combination of the likelihood of a specific unwanted event and the potential consequences if it occur RISK ASSESSMENT Is a process that involves measurement of risk RISK CONTROL implementation of strategies to prevent or control hazard RISK RATING The category of level of risk assign at high, medium & low RISK MANAGEMENT Overall description of the steps to manage risk low RISK = Consequence X Exposure X Probability
Analysis carried out FAULT TREE ANALYSIS Fault Tree Analysis (FTA) is a deductive, top-down method for analyzing system design & performance. It involves specifying a top event to analyze (such as fire, human injury etc), followed by identifying all of the associated elements in the system that could cause that top event to occur. VULNERABILITY Vulnerability is a degree to which people, property, resources, systems, & cultural, economic, environmental & social activity is suspectible to harm, degradation or destruction on being exposed to a hostile agent or factor. Accident Vulnerability is the accident potentiality level to which a particular plant, section or area belongs at a particular time.

COMMUNICATION Key to any disaster management is “Effective Communication” The world is not a very safe place to live in these days as disasters and terrorism can strike at any moment. Communication is the only relief at times of disaster and hence the need for an efficient disaster management system becomes imperative in the industry as well as public places and important commercial joints where people move around in large numbers. Disaster might strike in the form of natural calamities, terrorist's attacks and accidents.
COMMUNICATION COMMUNICATION COMMUNICATION Communication In Case Of Emergency In case of any emergency the shift in-charge will inform to: 1. OCCUPATIONAL HEALTH CENTER 2. FIRE STATION 3. PLANT HEAD As soon as Occupational Health Center is informed information is passed to Head (HSE). Head (HSE) shall inform the following 1. CMD 2. Dy. MD 3. President (SEML) 4. Factory Manager 5. DGM (HR) Dy. General Manager (HR) shall inform the following 1. Statutory Authorities 2. District Authorities 3. Local Authorities 4. Police Authorities, if necessary 5. Other Govt. Authorities, if necessary 6. Press / Media, if necessary
DISASTER MANAGEMENT TEAM MULTI PURPOSE FIRE TENDER WITH ADVANCED FEATURES & AMBULANCE
DMP RECOMMENDATION & IMPLEMENTATION 1. Fire Rating has been increased to two hours. Following action has already been initiated at all the divisions. a) Fire retardant Cable Coating Applied about 3000 m2 b) Fire Barrier installed about 1500 m2 c) Fire doors have been installed. They are capable of withstanding temperatures up to 800º Celsius and arresting Heat, Smoke & Flame up to two hours. 2. An Emergency Vehicle has been provided to the Fire team for use in case of a fire emergency or any other eventuality. 3. Arrangements for “Emergency Exit” in all the existing service buildings has been made.
DMP RECOMMENDATION & IMPLEMENTATION 4. The minimum stock of Foam for Fire Fighting has been increased to 10,000 liters from earlier 4000 liters capacity. 5. Temporary dwellings/hutments of contract labour has been cleared from the plant premises to avoid any unforeseen events. 6. The position of Cable Gantry at PP, SID & ISP has been changed from ‘Horizontal’ to ‘Vertical’ to reduce dust accumulation. 7. Dust Suppression System has been installed near the ground hopper of 500 TPD at SID to control the fugitive emissions and fire.
