All things being equal, Good Projects and Sponsors get the most grant money Then what makes a “good” project and a “good” sponsor?
What Makes a Good Project? The FAA Priority System • National Priority Rating (NPR) explained in detail in FAA Order 5100.39, Airports ACIP • NPR is a numerical rating from 1 to 100 • NPR has 4 parts; • Airport Code (2 to 5 points, variable ‘A’) • Purpose (0 to 10 points, variable ‘P’) • Component (0 to 10 points, variable ‘C’) • Type (0 to 10 points, variable ‘T’)
The FAA Priority System • Airport code (A) large/med hub airports 5 pts, Small/non hub 4 pts, GA pts on based aircraft/ops • Purpose code (P) SA 10 pts, SP 9 pts, RE/PL/EN 8 pts, CA 7 pts, ST 6 pts, OT 4 pts • Component code (C) RW, AP, EQ, BD, LA, TW, PL, etc. (17 possible component codes) • Type (T) 40 codes such as CO, IM, SN, RF,WX etc. Formula: NPR=.25P(A+1.4P+C+1.2T) (Don’t calculate, look up the Order, www.faa.gov)
The FAA Priority System • Funding priority business rules: • Entitlement funds (primary, non-primary or state apportionment) must be assigned to highest priority projects • If entitlement does not cover the need, then FAA will seek discretionary funds • Discretionary funds are assigned to NPR over 40 • Sponsor should request the project, year, and estimated cost. FAA will help structure the funding source that will best meet the need.
What makes a good sponsor? • Attention to Past (existing) AIP grants • Meet schedules and deadlines for Present year AIP grants • Plan for the Future
1 of 3: the Past • Keep open grants active! • Grant activity is a goal in FAA Flight Plan • Submit reimbursement requests at least every 6 to 12 months • Complete work and close-out grants • Grants must be complete and closed by the end of 4 years • Closing grants allows recovered funds to be returned to your airport’s AIP “bank account” • Closing grants allows recovered funds for overruns Grant activity and close outs are factors in decisions on funding of new grant requests
2 of 3: the Present Current-year Grant deadlines: • ACIP updates and discussion with ADO by April 30 (Keep the ACIP up to date) • Grant applications to FAA/ADO based on bids, engineering agreements, or land values early in the year.
3 of 3: the Future • Always plan ahead for future AIP grants! • April 30 is the deadline for ALP, environmental, land acquisition for following year discretionary funding • DRAFT ACIP will be sent to every sponsor in fall each year with grant deadlines • Always review and update ACIP requests and cost estimates (our ACIP is a living document)
