Federal Aviation Administration Airport Improvement Program (AIP) Withholding Levels and Grant Amendments AirTAP Fall Forum - October 2006 Nancy M. Nistler Update on
Grant Withholding Levels • Implemented in July 2005 • Encourages more timely project closeout reports • When project closeout report is submitted & approved for payment, final grant funds can be released: • $10K – Projects less than $500K • $50K – Projects $500K or greater Update on
Grant Amendments for Cost Overruns • Unforeseen Overruns • Limited to 15% of grant amount • FAA looks at: • Are costs AIP eligible and necessary to complete projects listed in grant description? • Is AIP funding available? • If funding is available….. • We issue a grant amendment • If funding is not available: • We add the grant to our amendment list Update on
Other Grant Amendments • Planning Grants – Cannot be amended • Amendments to add a NEW work item – Very limited. Cannot add funding too. Grant must be amended before new work commences or the work already accomplished is not eligible. • Amendments for land at primary airports – up to 15% of grant amount • Amendments for land at non-primary airports – up to 15% of the grant amount or 25% of the increased land costs whichever is greater • For further information: FAA Order 5100.38C, The AIP Handbook, Page 14, pages 205 - 208 and Appendix 13 Update on
