  10. Questions to Ask Yourself About a New Program Or Extending an Old Program • Do We really need this program, service or activity? Does it meet some community need or strategic goal? Is it a want rather than a need? • Is this a program, service or activity that someone else can do for us or must we do this ourselves? • If we must do it ourselves, are the risks understood, can the risks be minimized?
