Why F.I.R.S.T.? • Firearms data repository for immediate access (State and FFL). • Can curtail loosely regulated gun show firearms purchases. • Completely green application; paper is eliminated from all aspects of purchasing, submission and long term record storage . • Eliminate poor penmanship errors (FFL). • Electronic application will create efficiencies increasing throughput and access to critical data.
Benefits… State Cities & Towns Increase accuracy of dataFaster data retrieval Lower department overhead Reduce manpower expenses Increase productivity Reduce paper storage Reduce printing costs FFL Dealers Decrease paperwork errors Increase efficiencies
What We Need… • State acceptance and endorsement of F.I.R.S.T. to allow FFL dealers to: • Electronially create, sign, submit and store all state and federal forms [Currently in ATF State Laws and Ordinances-Firearms in sections 29-33(c) and 29-37(a) electronic submission and storage is allowed but no existing technology (other than F.I.R.S.T.) can provide this.
Introducing: DPS-3 Form • Editable fields • Reproducibility of state and federal forms electronically • Can complete multiple item sales in ONE transaction • Intuitive – will prompt user based on type of sale • Enhanced revenue opportunities
ATF Form 3310 Used in the event of more than one pistol purchased on the same business day or when more than one pistol or revolver is purchased within five consecutive business days.
Future of F.I.R.S.T. Acceptance by State (electronically) Electronic or Biometric Signatures Acceptance by Federal Agency (electronically) Web-based/Server Product Gun Manufacturers Gunsmith/Gun Repair (modifications) Military/Federal Agency Weapons Tracking
