ABCRS ~ All on the same page • consolidates all bond-related data into one central database, • collects cash projectionneeds in advance of future bond sales for reporting to the Department of Finance, • produces the annual expendituresby project by bond report as required each year for the State Treasurer’s Office, • facilitates the project review/tax determination process with the State Treasurer’s Office, • replaces the current Bond Accountability Database (BAD) system for reporting and posting Proposition 84 and Proposition 1E funded project information to the public website.

Key Roles Prop 84 and Prop 1E only
Assigning roles and permissions Roles assigned determine which areas within ABCRS can be accessed and which functions they can perform. Similarly, each user should be linked only to the bond programsthey manage. You are setting up the security protocol between bond data and the users who access it for your organization.

Day to Day with ABCRS • Adding new projects or revising existing projects to submit for tax determination review by the State Treasurer’s Office. All projects must be reviewed by STO prior to expenditure. • Publishing project info and NRPA notices (select departments only) to bond accountability

Using ABCRS for Drills • Downloaded template will be largely populated with project data already stored in ABCRS. • Managers can parse out pieces of the drill to various program managers, who can complete their own program’s information and check it back in by the deadline. • Last data in, wins. Be careful not to override previously checked in data!
Next Steps • Register at the website https://abcrs.resources.ca.gov/ ABCRS administrator will then set you up as a Department Executive. • Dept. Execs set up registered users for their orgs with roles and permissions. • Direct users to the materials available on the Help site (including this tutorial) • Begin using system to get project approvals from STO, report expenditures and project cash needs.
