Issues of RTO Management • Objectives are to a substantial amount depending on circumstances which cannot be influenced by JR • Trends towards demanding higher impacts are given – but impacts often cannot be measured (and influenced) • Multiple goals and principles, partly pointing in opposite directions • Contexts for the institutes and their represented fields of research and activities are highly heterogeneous – standardized sets of indicators are difficult to interpret
