ICAO/IATA PBN GO Teams Concept for China Go Team visit: Provide best practices and most recent provisions on ICAO PBN airspace/route design from world-class experts with the expectation that China will make best use of the information and accelerate implementation.
China Statement of Work Provide Assessments and Recommendations on: • participants' knowledge of PBN and updates based on upcoming changes. • design best practices for terminal and en route airspace • collaborative design skills in the application of those best practice elements • civil-military collaboration in airspace management • next steps to put the Airspace design best practices into application to reduce delays, increase safety and improve efficiency of ATM within China. Benefits of PBN Safety and Access - Improve airport and airspace access and safety of approach operations in all weather conditions and the ability to meet limiting obstacle constraints caused by challenging terrains or restricted area 9
Challenges • NDBs obsolete (50+ years old) – un-reliable • Step down NDB procedures – dive and drive • Airport in a bowl – high ground on extended center-line of Rwy 16) • Obstacle rich environment (transmission mast on extended center-line of Rwy 16) • Bad Weather runway – Rwy 16 • Bad Weather cloud base < existing NDB minima • Many flight cancellations and/or diversions • Un-reliable air service for the flying public • Airport not financially viable
A Success Story • Implemented 2 X RNP APCH procedures (straight-in) • Less diversions due to WX • Increased airport accessibility • Consequences: • Improved, more reliable air service • Increased passenger/cargo traffic • Increased aircraft movements • Use of larger aircraft • An emerging local aviation industry • An economic turnaround for the airport • A positive business case Oribi Airport

Benefits of PBN Reduction of Delays - Reduce delays at airports and in busy airspace through the application of newly enabled arrival and departure corridors around busy terminal areas, along with improving flight re-routing capabilities, and making the better use of optimally spaced procedures and airspace Courtesy FAA 14
Expectations: Apply new knowledge and skills to: • Update PBN implementation plan within 6 months • Implement a minimum of two city pairs with PBN routes within twelve months • Plan optimized major TMAs including PRD based on PBN within twelve months and dates for implementations to achieve many operational improvements, but can we agree to at least have a significant reduction on delays through increased airspace capacity?
