  6. Key Role of Officials (for comment) The role of officials in an NSOs whole of sport plan is to: ‘Provide a fair and safe competition environment’

  7. National Officiating Strategy (2003) • Vision and Goals • Guiding Principles • Strategies • To provide quality training to officials • To provide quality support and resources for officials and officiating • To improve public perception of officials and officiating • Critical success factors • Outcomes • Increase in numbers • Increase in quality • Improved support and recognition

  8. SPARC Website - Questions • How many of you have accessed the officials section of the SPARC website? • What materials do we have on the website? • What materials have you used? • What is missing? • Is it the right information to help? (both NSOs and individuals) • Long term, how should SPARC develop this website?

  9. SPARC Website • http://www.sparc.org.nz/en-nz/communities-and-clubs/Toolkit-for-Officials/ • Role of officials • Development toolkit • Learning areas (resources) • Articles of interest • Glossary • http://www.sparc.org.nz/en-nz/high-performance/Officials/ • Research • PM Scholarships

  10. PM Officials Scholarships • Up to $250K invested annually, approx 15 – 20 scholarships • Group and individual scholarships • A lot of applications are declined – applicants don’t understand the programme, applications are vague and programmes are not linked to criteria below • There are relatively few constraints; • Officiating on the world stage (elite level) • Development/learning/accreditation • Process – applications, SPARC processing, moderation

  11. PM Officials Scholarships - Questions For discussion in the last session: • Are the criteria appropriate? • Does the PM Scholarship Programme benefit the right officials? If not, how can processes be improved to do this? • What steps can be taken to ensure the scholarships maximise the benefits for sports? • Are there lessons from the Australian experience?

  12. Other Considerations • What are your needs? • Does SPARC have a role in meeting these? • What are your expectations of SPARC? • What expectations are or are not being met? • Where should officiating and official development fit in SPARC’s planning? • What are the joint learning opportunities for officials and coaches? • Are there lessons from the Australian experience? • Future planning - vision v realism
