Project identity card • FP7 project • International cooperation support action • Start: 01/01/2009 • Duration: 30 months • Target groups: National ICT stakeholders, ICT R&D organisations and companies, • Target countries: Russia, Ukraine, Belarus, Armenia, Kazakhstan and Central Asia Consortium The overall objective of the ISTOK-SOYUZproject is to explore new opportunities for ICT collaboration between EU and Eastern Europe and Central Asia countries and to foster the EU ICT programme awareness activities in order to increase the number of the international collaboration projects involving partners from EECA countries.
ISTOK-Ru as a base for ISTOK-SOYUZ Goal was to identify priorities for deeper strategic ICT cooperation between Russia and the European Union and to help the European Commission to link FP7 ICT calls to joint European-Russian ICT priorities Methodology approbation • Mapping of ICT competences • Identification of priorities for collaboration • Common EU-RU ICT collaboration taxonomy • Networking and partner searching • ISTOK.Ru key outputs • Recommendations on the 8 priorities for strategic EU-Russia ICT collaboration • Competence platform containing over 2900 data and over 200 detailed profiles of EU and RU ICT specialists, data base of over 230 research organisations • 10 partnerships established • 8 joint proposals submitted under call 2 and call 3 of the FP7
Project rationale International cooperation needs Convergence of ICT priorities ISTOK-SOYUZ will focus on the improvement of visibility (“mapping”) of the ICT competences in the target regions and cross-map them with the EU ones in order to identify relevant international collaboration Interaction between European and national ICT initiatives ISTOK-SOYUZ intends to closely cooperate with the European initiatives ETP and NoE, covering topics relevant to international technological cooperation with EECA countries (EURON, HYCON, NESSI, ARTEMIS, PASCALL) Support to policy dialogues ISTOK-SOYUZ will support the EU policy dialogue in relevant countries and will seek to involve the key national stakeholders in ISTOK-SOYUZ activities Promote the EU ICT programme in addressed countries The ISTOK-SOYUZ information and awareness raising campaign will be one of the key pillars of the project New Collaborative Partnerships The ISTOK-SOYUZ consortium proposes to support partners searching on the dynamic base including networking and brokerage events (direct contact) between European and ICT specialists from target countries

Russian Technology Transfer Network • Russian Technology Transfer Network (RTTN) is an association of more then 70 Russian Innovation Centres, specialized in technology transfer area. • RTTN is an innovation infrastructure tool, aimed at effective dissemination of technological information and partner search for implementation of innovation projects. • RTTN creation is based on the model and methodology of European network of Innovation Relay Centers (IRC). RTTN is a member of Enterprise Europe Network. • RTTN members provide services for 1400 clients (SME, R&D institutes, universities). In 2008 they had carried out more then 300 technological audits and established 50 technological partnerships. • RTTN has been involved in 4 FP6/FP7 projects

Republican Centre for Technology Transfer Republican Centre for Technology Transfer (RCTT) was founded in May 2003 under the auspices of the State Committee for Science and Technologies of the Republic of Belarus, the National Academy of Sciences of Belarus, the UND Programme and UNIDO. RCTT's primary goalis to promote the cooperation between hi-tech developers, entrepreneurs and investors with the aim that existing knowledge, facilities, or capabilities developed under a government or a private research and development funding are utilized to fulfill public and private needs. TASKS SET FOR RCTT: • creating and maintaining information databases meant for serving clients in the technology transfer sector; • providing RCTT’s clients with access to international databases on technology transfer, research and development; • assisting innovation activity agents in development and promotion of their innovation and investment projects; • instructing and training specialists in research-and innovation-related entrepreneurship; • establishing RCTT’s offices across the country, with the aim to create a unified national network of technology transfer centres; • establishing RCTT’s field offices all over the world, with the aim to assist and promote the international scientific and technical collaboration, and exchange of specialists.
