  1. Pacific GIS/RS User Conference - 2011

  2. Topics • Objective • Airports Fiji Limited • International Civil Aviation Organisation ICAO • GIS and Air Traffic Management • Current Activities • Expected Benefits • Future GIS projects GIS USER CONFERENCE - 2011

  3. Objective • Introduce Airports Fiji Limited into the GIS user community • Introduce ICAO as a supporter of GIS • Provide insight into the activities of Airports Fiji Limited in the area of GIS and data sharing • Future Projects GIS USER CONFERENCE - 2011

  4. AIRPORTS FIJI LIMITED • Government Commercial Company established on 12 April 1999, as a result of the Civil Aviation Reform Act 1996 • Formed following the reorganization of the former Civil Aviation Authority of Fiji (CAAF) • Responsible for the provision of Air Navigation Services, which includes, Airport Management, Communications, Navigation, Surveillance and Air Traffic Management GIS USER CONFERENCE - 2011

  5. AIRPORTS FIJI LIMITED • Responsible for the provision of Air Navigation Services within two international airports and 13 domestic airports • Responsible for the provision of air traffic services within an airspace area of 6 million square kilometers known as the Nadi Flight Information Region (Nadi FIR) GIS USER CONFERENCE - 2011

  6. AIRPORTS FIJI LIMITED • Nadi Flight Information Region encompasses Fiji’s Domestic Airspace, as well as, the sovereign airspaces of the states of: • Vanuatu; • New Caledonie; • Kiribati; • Tuvalu; and • Wallis & Futuna GIS USER CONFERENCE - 2011

  7. AIRPORTS FIJI LIMITED GIS USER CONFERENCE - 2011

  8. Beginning • How did Airports Fiji Limited and Air Traffic Management got involved in GIS. GIS USER CONFERENCE - 2011

  9. INTERNATIONAL CIVIL AVIATION ORGANISATION - ICAO • A specialised agency of the United Nation created in 1944 • Promote the safe and orderly development of international civil aviation throughout the world • Also set the standards and regulation necessary for aviation safety, security, efficiency, regularity and environmental protection GIS USER CONFERENCE - 2011

  10. ICAO • Consists of 192 Contracting States. • Head Office is located in Montreal Canada. • Fiji is a member of ICAO. • Contracting States are divided into regions based on locations GIS USER CONFERENCE - 2011

  11. ICAO • Divided member states into regions • States within the Nadi FIR are part of the Asia – Pacific Region • ICAO initiatives and requirements are driven at regional levels GIS USER CONFERENCE - 2011

  12. Requirements by ICAO • States to implement WGS-84 • States to implement e TOD and aerodrome mapping using GIS • Comply with data quality and integrity • Maps and charts to be in electronic form GIS USER CONFERENCE - 2011

  13. Using GIS to implement e TOD • In 2008 a resolution passed by ICAO for States to implement electronic terrain and obstacles data using GIS • Aerodrome Mapping database using GIS • Data to be provided for three basic coverage areas • Shall be implemented and made available to airlines GIS USER CONFERENCE - 2011

  14. Coverage Areas • Area1-whole of Fiji • Area 2- 45km radius from the aerodrome reference point(ARP) • Area 3-specified distances from the edge of an aerodrome GIS USER CONFERENCE - 2011

  15. GIS USER CONFERENCE - 2011

  16. AERODROME MAPPING GIS USER CONFERENCE - 2011

  17. GIS USER CONFERENCE - 2011

  18. Aerodrome Mapping • AMDB design is based on the application of GIS principles and the use of ISO19100 standards for geographic information. • AMDB defines Aerodrome Mapping geographic features such as Taxiway Element, Stand Guidance Line, etc…, and its associated attributes. GIS USER CONFERENCE - 2011

  19. Aerodrome Mapping • including provisions for ISO19115 Metadata elements • ISO19131 Data Product Specification elements. • AMDB feature layers. GIS USER CONFERENCE - 2011

  20. GIS USER CONFERENCE - 2011

  21. ADMB Features • Layers may be combined with other layers. • This GIS layered approach enables further information overlays such as with traffic, taxi path for guidance, Digital Notam and Meteorological information. GIS USER CONFERENCE - 2011

  22. ADMB Features • Based on ortho-rectified aerial imagery restitution • Digitized as spatial elements following defined geometrical constraints • GIS best practice GIS USER CONFERENCE - 2011

  23. GIS USER CONFERENCE - 2011

  24. What did AFL do? • Approach SOPAC to advise us on the possibility of a way forward • Gather as much information from SOPAC including GIS • Brief the AFL Board on what is needed GIS USER CONFERENCE - 2011

  25. What have we achieved • Our AIS officers have been trained by SOPAC on the basics of GIS • SOPAC assisted us by providing Global Mapper and Quantum GIS to start off • AFL board have approved and purchased our MapInfo software GIS USER CONFERENCE - 2011

  26. What have we achieved • Engage USP Final Year GIS students through SOPAC to undertake project work on DTM for Nausori Airport Area 2 • Created a map for the Nadi Airport Wildlife Grid GIS USER CONFERENCE - 2011

  27. GIS USER CONFERENCE - 2011

  28. Planned GIS Activities • Creating aeronautical database with the assistance of SOPAC • Transferringdatas from existing Excel data to Access • Digitising physical features within the aerodrome and extracting coordinates to Access tables GIS USER CONFERENCE - 2011

  29. Future GIS Projects • Create DTM for Nadi Airport Area 2 and Area 3 • Create DTM for Labasa Airport Area 2 • Create DTM for Savusavu and MateiAirports • Create a database for all of AFL`s assets GIS USER CONFERENCE - 2011

  30. Benefits • Compliant with ICAO requirements • Improve situational awareness • Significant safety benefits for international civil aviation • Able to support both Airbus and Boeing fleets by providing quality data GIS USER CONFERENCE - 2011

  31. SEARCH AND RESCUE (SAR) • Total Number of Cases Referred to Nadi RCC for CLASS III SAR mission is 20 • Area of Operation-Kiribati Waters GIS USER CONFERENCE - 2011

  32. Aerial Search Capable Aviation Asset providers • RNZAF (via RCC Wellington) • USCG (via JRCC Honolulu) • RAAF (via RCC Australia) GIS USER CONFERENCE - 2011

  33. Results • Successful Mission -18 • Suspended after nil sighting -2 • Cases in which nil sighting by aerial search aircraft and drifters rescued by other means (fishing vessels, merchant ships)-3 • Safety Net Broadcast provided to all maritime vessels operating within the vicinity of the SAR area GIS USER CONFERENCE - 2011

  34. Urgent Need • WGS -84 base map • High Resolution Image data to help us with SAR GIS USER CONFERENCE - 2011

  35. THANK YOU GIS USER CONFERENCE - 2011
