UW May Use Alternative Process for Certain Medical Facility Construction Projects • Alternative process allows UW to pre-qualify contractors for certain projects: • Within a UW building that is used directly for critical patient care or highly specialized medical research; and • Estimated cost is $5 million or less • Authority established in 2010 • Expires June 30, 2015 unless reauthorized by Legislature UW Alternative Public Works S&O

Statute Establishes Specific Requirements for Pre-Qualifying Contractors • Publish a notice annually to solicit contractor qualifications • Solicitations must include evaluation criteria identified in statute • Contractors may apply at any time • Make an effort to solicit proposals from certified minority or certified woman-owned contractors • Establish committee to evaluate contractors submitting qualifications UW must: UW Alternative Public Works S&O
Contractors Meeting Qualification Requirements Are Added to Roster • Invitations to bid on specialized hospital construction projects are sent to all contractors on roster • Award is made to responsible bidder submitting the lowest responsive bid Responsive Bids fromResponsible Bidders $ High bid $ Med bid $ Low bid UW Alternative Public Works S&O
Emphasis on Contracting Speed and Contractor Quality • Testimony during legislative hearings focused on the challenges and complexity of working in an occupied hospital facility • Pre-qualification is expected to reduce time needed to select contractor • Also provides contractors assurance that they meet qualifications before submitting bids. Sunset Review Objectives • Has the University of Washington’s use of the alternative process complied with legislative intent? • Does the alternative process provide for efficient and economical public works construction, with adequate cost controls in place? • Have projects constructed using the alternative process achieved expected performance goals and targets? • To what extent does the alternative process duplicate the activities of another agency or the private sector?
