Capital Projects Advisory Review Board (CPARB) Provides Policy Guidance • Develops and recommends policies to enhance the quality, efficiency, and accountability of capital construction projects • Collects data to evaluate alternative public works contracting procedures • Appoints members of the Project Review Committee Alternative Public Works Sunset Review
Project Review Committee Authorizes Alternative Procedure Use • Evaluates public agencies’ capability to effectively use alternate public works procedures • Agencies must demonstrate sufficient experience and staff resources to manage alternative procedures • Authorization may be: • Blanket approval for agency: 5 agencies • Individual project approval: 42 projects at 35 agencies Alternative Public Works Sunset Review
Sunset Review Directed by Statute • Sunset provision included in 2007 legislation • Authority to use alternative public works procedures will cease July 1, 2013 • JLARC review designed to inform Legislature’s deliberations in 2013 session • Scope and objectives for sunset reviews established in Sunset Act Report Page 10 Alternative Public Works Sunset Review
Sunset Objectives Measure Extent to Which Alternative Procedures • Comply with legislative intent • Provide for efficient and economical public works construction, with adequate cost controls in place • Achieve expected performance goals and targets • Duplicate the activities of another agency or the private sector Alternative Public Works Sunset Review
