ROOSEVELT SCHOOL SCHOOL GOVERNANCE COUNCIL OVERVIEW
Public Act 10-111 establishes School Governance Councils to enable parents, school staff, and community leaders to work together to improve student achievement in the state’s lowest performing schools. School Governance Councils serve in an advisory capacity and are they are charged with assisting the school administration in making programmatic and operational changes to improve the school’s achievement.
MEMBERS OF THE SGC Principal of the school (non-voting member) – Chairs the meetings 7 Parents/Legal Guardians of current students (elected by parents) 5 Teachers (elected by teachers) 2 Community Leaders (elected by the other members of the SGC) I will serve in an advisory capacity, not as a member of the SGC Terms of the members* Principal - not applicable Parents/Legal Guardians – 2 years** Teachers – 2 years Community Leaders – 2 years * A member may serve no more than two terms **They must also continue to be parents/legal guardians of students currently enrolled at the school.
SOME RESPONSIBILITIES OF THE SGC • Advise the principal by: • Reviewing important school data (presented by the School Data Team) • Reviewing with the principal any school budget decisions • Reviewing the School Education Plan before it is sent to central office for final approval
OTHER MAJOR RESPONSIBILITIES: • Participate in the interview process for new Roosevelt School administrators • Provide advice to the principal on major school policy matters (not to include anything contractual or involving collective bargaining issues) • Work with the principal to report the results of the annual climate survey • Develop and approve a written policy that outlines the role of parents and guardians in the school • Working with school administrators to develop and approve a school compact for parents, legal guardians and students, outlining the school’s goals and academic focus, and identifying ways that parents and school personnel can establish partnerships to improve student learning
A School Governance Council does NOT: • Manage the school • Supervise staff • Enter contractual or purchasing agreements • Discuss individual issues between teachers and students or parents • Determine eligibility for admission to the school • Determine class allocations or student assignments • NOTE: Members must accept that they are not on the SGC to represent the personal needs of individuals; they are on the SGC to discuss the broader needs of the school.
While a Governance Council can vote to reconstitute a school after three (3) years, that cannot be done in the case of Roosevelt because the school has already been reconstituted, using the Turnaround Model. State statute requires the board of education to provide appropriate training for members of the school Governance Councils. By-laws – probably will be developed by the school district
The qualities of an effective SGC member: • Genuine interest in working to help the school succeed – and willingness to do a fair share of the work • Willingness to leave personal interests behind and to look at the general needs of the school • Willingness to listen and to give serious consideration to the views of others, even when those views differ from one’s own ideas • Willingness to express disagreement in an agreeable way • Willingness to participate in discussions • Commitment to attending all meetings • Willingness to treat everyone as an equally important member of the SGC
