Legal Guidelines • Texas Education Code 38.003 • Defines dyslexia and related disorders, mandates testing students for dyslexia and providing instruction for students with dyslexia • Chap.19 of the Texas Administrative Code • Outlines the responsibilities of districts and charter schools in the delivery of services to students with dyslexia • 504 of the Rehabilitation Act of 1973 • Establishes assessment and evaluation standards and procedures for students

  3. Working Definition Dyslexia is one of several distinct learning disabilities. It is a specific language-based disorder of constitutional origin characterized by difficulties in single-word decoding, usually reflecting insufficient phonological processing. These difficulties in single-word decoding are often unexpected in relation to age and other cognitive and academic abilities; they are not the result of generalized development disability or sensory impairment. Dyslexia is manifested by variable difficulty with different forms of language, often including, in addition to problems with reading, a conspicuous problem with acquiring proficiency in writing and spelling.

  4. Characteristics • Difficulty reading single words in isolation • Difficulty in accurately decoding nonsense or unfamiliar words • Slow, inaccurate, or labored oral reading (lack of fluency) • Difficulty with learning to spell

Steps for Referral • Student has passed the hearing and vision screenings • Nonsense Word Test is completed-see next 2 slides for a copy • SST Referral is completed • Handwriting samples are included in the referral • Dyslexic teacher has been notified by the classroom teacher of student’s tendencies

  8. Dyslexia Accommodations for Reading TAKS • Allowable Accommodations • Orally reading all proper nouns associated with each passage before students begin individual reading • Orally reading all questions and answer choices to students • Extending the testing time over a two-day period

Dyslexia Accommodations • Who is eligible? • Students not receiving special education services who are identified with dyslexia • Students receiving special education services who are identified with dyslexia • Students receiving special education services who have a severe reading disability that exhibits the characteristics of dyslexia

  10. Dyslexia TAKS Accommodations for Math, Science, &Social Studies • Oral administration at any level of support is allowed in mathematics, science, and social studies at any grade level for students who are eligible for an oral administration • Who is eligible? • Dyslexic student who is on a 504 plan and the 504 Committee suggests oral administration

  11. Remember….. Students in all these eligibility groups MUST routinely receive accommodations in classroom instruction and testing that address the difficulties they have reading words in isolation.
