‘Community mobilisation’: the community utilising their intimate knowledge of vulnerability to overcome the barriers they face & realise reduced HIV risk & greater self reliance through collective action. ‘Transition readiness’: measured based on changes in power relations & the creation of social capital vis-à-vis project, state & larger society Assessment Framework
