Walnut Hills Baptist Church Major Historical Events 1963 (July 10) Dr. Herman Stevens organized a mission on Strawberry Plains Road. 1964 (May 1) Rev Burkholder assigned duties as first pastor. 1964 (September 23) Walnut Hills constituted as a church with 98 charter members. 1968 (December) Congregation divides with 80 members voting to move to Rawls Byrd cafeteria.

I. Spiritual Growth and Prayer Ministry DESTINATION: • To provide opportunities for spiritual growth and challenge people to mature in Christ.
I. Spiritual Growth and Prayer Ministry Vehicle 1: Explore and provide different options for Bible Study during Sunday School. • Select a representative group of Sunday School participants to provide input regarding future Sunday School Options April, 2000 • Offer a new Option Class in the fall of 2000 and plan and begin others as space allows.
I. Spiritual Growth and Prayer Ministry Vehicle 2: Establish an Adult Christian Education Team (to plan, coordinate, implement and evaluate personal spiritual growth opportunities) by May, 2000. • Survey the congregation to determine need/desire for new target groups (i.e. study, support, ministry, fellowship, etc.) October, 2000 • Start at least one new spiritual growth group each year in responses to an identified need (i.e. men’s, singles, etc.) beginning in April, 2001 • Plan at least two spiritual development retreats each year. Begin in 2001 • Continue fall Deacon Retreats.
I. Spiritual Growth and Prayer Ministry Vehicle 3: Reemphasize and expand the prayer ministry (i.e. corporate Wednesday night prayer, personal/private devotional times, prayer partners, etc.) • Develop and initiate a communication plan for keeping prayer needs in front of the Church on an ongoing basis (i.e. use of prayer bulletin board, Wednesday night prayer list shared in Adult Sunday School classes each Sunday, List placed in newsletter, etc.) March, 2000 • Develop a plan for ways to promote and encourage ongoing participation in various prayer opportunities Fall 2000

Spiritual Growth and Prayer Ministry Vehicle 3: Reemphasize and expand the prayer ministry (i.e. corporate Wednesday night prayer, personal/private devotional times, prayer partners, etc.) • Schedule a prayer retreat for spring of 2001. • Initiate a prayer partner ministry beginning in the fall of 2001
II. Ministry Focused On Our Fellowship DESTINATION: • To care compassionately for the emotional, physical, and mental needs of all of our church family.
II. Ministry Focused On Our Fellowship Vehicle 1: Purchase an additional van by October 1, 2000. • An additional 15 passenger van could be used widely by all ages of members in the church such as: • Youth – Oftentimes one van cannot transport the number of youth attending the activities, particularly the out of town trips. For a recent trip to Florida, an additional van had to be leased, which required a substantial expense. • Seniors – This van would be very useful in transporting seniors to activities, as sometimes one van is not large enough to carry all those attending. • Church family in general – Occasionally there have been requests from members to assist with transportation on Sunday morning for larger groups, such as a large family who may be visiting from out of town. With the van being used to transport college students, there is no other transportation available to accommodate these needs.
II. Ministry Focused On Our Fellowship Vehicle 2: Establish ministry teams by October 1, 2000 • The concept of doing the work through the church ministry teams is based upon the belief that the Bible teaches that all Christians are called to minister. We are also told that we are given a diversity of gifts to accomplish the holistic ministry of the body of Christ. • A growing number of churches have discovered that ministry teams are effecting in calling out more people for ministry and in meeting more of the needs of the church since each team has a specific mission and purpose. • Ministry teams should be phased into the church’s structure for ministry over a period of time, perhaps beginning with the deacons formation of teams. (This has already begun on a small scale.)
II. Ministry Focused On Our Fellowship Vehicle 2: Establish ministry teams by October 1, 2000 • Examples of such teams are: • Crisis Intervention Ministry Team • Hospital Ministry Team • New Members Ministry Team • Special Needs Ministry Team Support Groups should naturally develop out of one or more of these teams.
II. Ministry Focused On Our Fellowship Vehicle 3: Explore the possibility of meeting mental health needs of the church members, either through hiring of a staff person or providing space for other resources in the community that could meet this need. • At this time we do not feel that we can support a full-time counselor to address the mental health needs of our church family, however we realize this is strong need that requires attention and discussion. If we hired a staff person, we would need to consider the “red tape”, such as liability insurance, licensure or certification, etc. We may be more effective in offering space to a counseling group, such as VIP care, who could use our building and counsel our families. The pros and cons of both options would need to be explored, as well as other possible alternatives.
II. Ministry Focused On Our Fellowship Vehicle 3: Explore the possibility of meeting mental health needs of the church members, either through hiring of a staff person or providing space for other resources in the community that could meet this need. • In consultation with ministerial staff, the Church Council will appoint an ad hoc committee to determine how to best meet this need.

Ministry Focused On Our Fellowship Vehicle 4: Establish annual focus on discovering our gifts for ministry. • So many of our church members have varied strengths in ministering to others in our congregation. We want members to look within themselves to see how God wants them to be used in the church. In order to accomplish this, we want to make a concerted effort, at least once a year, to focus on this topic within our church. This could be through a retreat, seminar, series of sermons, survey, etc. With this annual focus in place, hopefully, we will find more members willing and anxious to serve on our ministry or support teams, which in turn, strengthens our church family and our relationships among our members.
III. Ministry Focused Outward DESTINATION: • To effectively minister to the physical and spiritual needs of the immediate community around Walnut Hills Baptist Church and beyond.
III. Ministry Focused Outward Vehicle 1: Church Council and/or the Church Nominating Committee will develop and recommend to the church an organizational structure (e.g. Missions Coordinating Committee or Missions Opportunities Task Force) to initiate a coordinated effort for establishing “Outward Focused” ministry teams for the immediate community and beyond. • The organizational structure (e.g. Missions Coordinating Committee or Missions Opportunities Task Force) shall be recommended to the church for approval by February 2000. • The Missions Coordinating Committee shall identify and prioritize Mission opportunities both in the community and worldwide by March 2000.
III. Ministry Focused Outward Vehicle 2: Establish local community ‘Ministry Team(s)’ to meet the needs in areas such as disabled, school-age, college, needy, and youth. • Organize at least one Ministry Team by June 2000 and continue annually, if possible. • Ministry Team(s) shall provide feedback to the church congregation and to the Missions Coordinating Committee regarding progress and resource needs.
III. Ministry Focused Outward Vehicle 3: Establish ‘extended community’ Ministry Team(s) to meet specific missions needs such as disaster relief, construction and repair, and witnessing within the United States and beyond. • Organize at least one Ministry Team by August 2000 and continue annually, if possible. • Ministry Team(s) shall provide feedback to the church congregation and to the Missions Coordinating Committee regarding progress and resource needs.
III. Ministry Focused Outward Vehicle 4: Establish new procedures for outreach to identify and contact new residents in the Williamsburg-James City County areas with follow-up visitations and/or mailing informational packets regarding Walnut Hills Baptist Church. • Investigate new outreach methods by identifying new residents in the Williamsburg-James City County areas through the use of real estate transfers, Welcome Wagon procedures, requests for water/sewer taps, school information, Boy Scout rosters, etc. • Organize a visitation and/or informational mailing to new residents using one or all of the methods mentioned above by April 2000.
III. Ministry Focused Outward Vehicle 4: Establish new procedures for outreach to identify and contact new residents in the Williamsburg-James City County areas with follow-up visitations and/or mailing informational packets regarding Walnut Hills Baptist Church. • Provide additional outreach follow up by inviting neighbors and those who use our church buildings to attend church services and other special events such as Christmas Eve Candlelight Communion Services, Maundy Thursday and Easter Services, Vacation Bible School and the July 4th Celebration programs.
IV. Plant New Fellowships DESTINATION: • To establish evangelistic mission efforts to effectively reach the lost and unchurched focusing on the greater Williamsburg area.
IV. Plant New Fellowships Vehicle 1: Create/identify a team to establish responsibility for coordinating the evangelistic mission efforts by December 2000. • Ask for volunteers to serve on an ad hoc committee for a five-year term. • Assign a leader or chairperson: Completion 2/28/2000.
IV. Plant New Fellowships Vehicle 2: Coordinate with Peninsula Baptist Association for resources and status of current efforts by year-end 2000. • Determine the Point of Contact with the PBA. • Explain our destination and vehicles. Determine what other efforts are ongoing and if WHBC may coordinate with other ministries. Ask for assistance in starting mission efforts. Accomplish by June 2000. • Research opportunity for seminary student/intern to work with WHBC to establish evangelistic ministries.
IV. Plant New Fellowships Vehicle 3: Determine the needs of community areas through neighborhood surveys or other information gathering by the end of 2001. • Determine number of apartment areas or complexes. • Identify locations to meet for worship or Bible study. • Determine convenient days and times.
IV. Plant New Fellowships Vehicle 4: Define the evangelistic mission efforts and start at least one by December 2000. • Bible study groups, apartment complex services, Backyard Bible Clubs, community Vacation Bible School, Seeker Services at Walnut Hills, ministry to Busch Gardens employees including the International Housing Village. • These suggested ministries or others should be functioning in the year 2001 to 2003.
IV. Plant New Fellowships Vehicle 5: Assist in the establishment of an organized fellowship, mission and/or church by 2004 - 2005.
V. Physical Plant and Parking DESTINATION: • To develop aesthetic facilities which effectively provide for the church's immediate and future physical and logistical requirements. Parking, Present need for 250-300 parking spaces. Physical Plant, Improve or expand existing space to meet growing programs and ministry needs
V. Physical Plant and Parking (Parking) Vehicle 1: Study the feasibility of adding additional onsite multi-level parking decks and grade level parking lots. • Meet with city planners and zoning officials to determine procedure and cost variables for multi-level parking deck on existing two most lower parking areas by 12/31/99. • Discuss with planning and zoning officials by 12/31/99 the possibility of developing additional upper level parking area as drawn on original site plan but not approved for construction at time of submittal.
V. Physical Plant and Parking (Parking) Vehicle 2: Reconfiguration of existing parking spaces for maximum utilization. • By 3/30/00, coordinate with Buildings and Grounds Committee to re-stripe existing parking spaces on 9' centers in lieu of current 10' centers as recommended by city zoning officials. • By 12/31/99, explore the option of extending the depth of the parking lot to the right of the sanctuary with city zoning officials to allow for a double row of parking in lieu of the current single row of parking.
V. Physical Plant and Parking (Parking) Vehicle 3: Study use of satellite parking. • By 6/30/00, explore the use of contract commercial shuttles to transport church members from outlying centralized parking facilities (i.e. Kingsmill recreation center, W-JCC recreation center, JCC regional library, etc.) • By 12/31/99, explore the use of the William and Mary parking facility coordinated with our church van and future church van acquisitions.
V. Physical Plant and Parking (Parking) Vehicle 3: Study use of satellite parking. • By 3/31/00, coordinate with the Williamsburg Police Department for sanctioned training for crossing guards to use existing public roads in Holly Hills subdivision for additional overflow parking as recommended by zoning and planning officials.
V. Physical Plant and Parking (Parking) Vehicle 4: Encourage carpooling and special needs areas • By 3/31/00, limit parking to one car per family. • By 3/31/00, encourage making lower two parking lots designated HOV (3+ people per vehicle) .
V. Physical Plant and Parking (Parking) Vehicle 5: Land acquisitions • Whenever feasible, explore the possibility of acquiring existing residence or commercial property near or adjoining existing church property for future parking requirements.
V. Physical Plant and Parking (Physical Plant) Vehicle 1: Develop space and use requirements • Analyze current demographics and anticipated programs and ministry needs and develop a list of physical/space requirements by March 2000. Development of requirements shall include: • Maintaining the current size of the sanctuary. • Additional space for Sunday School classes. • Future growth and development of the pre-school. • Expansion of our Fellowship Hall for increased seating for church meals and other group functions.
V. Physical Plant and Parking (Physical Plant) Vehicle 2: Develop a master plan for the church property to facilitate a phased development for maximum use. • Obtain the services of a church planning consultant to review the physical needs and program needs to develop a master plan for the property by April 2000. • Consider removal of existing buildings as option for optimum use or re-use of the church property. • Finalize and adopt master plan by Fall 2000.
V. Physical Plant and Parking (Physical Plant) Vehicle 3: After the adoption of the master plan, appoint/elect committee/group to begin implementation of master plan by Winter 2000.
Timelines • February 2000 • Recommend organizational structure for Ministry Teams. (focused outward) • Seek volunteers and chair for team to coordinate evangelistic ministry efforts. • Parking – meet city officials regarding multi-levels and upper level area already on site plan. • Explore extending parking lot on right side of sanctuary. • Explore use of W&M parking lot.
